Staff Air Pollution Specialist

About the role

The Mobile Source Control Division is seeking a Staff Air Pollution Specialist (SAPS) to join the Off-Road Control Section (ORCS) within the Mobile Source Regulatory Development Branch. This position can be located in Sacramento or Riverside County.

Responsibilities

• Reviewing scientific and technical literature
• Analyzing operations, cost, and emission data
• Managing and overseeing test programs, studies, and surveys
• Developing regulatory concepts and working with management to evaluate such concepts
• Generating a variety of reports, briefing papers, speeches, email and letter responses, and presentations
• Making recommendations based on thorough analysis of relevant technical, economic, and policy-based information
• Following regulatory proposals through the public Board hearing process, meeting and corresponding regularly with industry stakeholders, trade associations, environmental groups, other governmental agencies, and the public
• Providing support to other CARB units for advanced technology and off-road efforts to ensure CARB's interests are clearly represented

Requirements

• Expertise in mobile source rulemaking
• Some knowledge of averaging, banking and trading programs and the transition program for equipment manufacturers
• Knowledge of the off-road sector and its diverse and complex nature, including power ratings and aggressive timelines of the State Implementation Plan
• Ability to pass expert knowledge to the rest of the staff within the section

Qualifications

• Bachelor's degree in Environmental Science, Engineering, or a related field
• Minimum of 5 years of experience in air quality regulation, preferably in mobile source rulemaking
• Experience with cost analysis and regulatory proposal development
• Strong analytical and communication skills
• Ability to work independently and manage multiple projects simultaneously

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Board's (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. Beginning July 1st, 2025, per Executive Order N-22-25, CARB employees will be required to report into office four days a week. The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
