Sr. Technical Proposal Writer

About the role

Everforth ECS is seeking a Senior Technical Proposal Writer to work in our Fairfax, VA office, supporting the development of compelling, compliant, and customer-focused federal proposals that advance the company's strategic growth objectives.

This position serves as a senior writing resource within Proposal Operations and partners closely with Proposal Managers, Capture Managers, Solution Architects, Subject Matter Experts (SMEs), and Business Development professionals to develop winning proposal content for complex federal opportunities.

Responsibilities

• Serve as the Lead Writer for assigned proposal volumes, translating approved storyboards and technical solutions into persuasive, evaluator-focused narratives that clearly communicate the value of ECS solutions.
• Develop proposal-ready narrative based on approved storyboards, validated technical solutions, and win strategy.
• Write technical, management, transition, staffing, quality, past performance, and executive summary content.
• Ensure proposal responses consistently communicate customer benefits, mission outcomes, and discriminators.
• Maintain consistency of messaging, terminology, tone, and style across assigned proposal volumes.
• Identify opportunities to strengthen proposal messaging, improve responsiveness, and increase proposal quality.
• Support oral proposal development by collaborating with proposal managers, presenters, and technical SMEs to develop compelling presentation scripts, presenter notes, and customer-focused messaging that aligns with the overall win strategy.

Requirements

• Bachelor's degree in English, Communications, Journalism, Technical Writing, Marketing, Business, or a related field.
• 8+ years of experience supporting federal proposal development.
• Demonstrated experience serving as the Lead Writer for complex federal proposals valued at $100M+.
• Extensive experience writing technical and management proposal volumes for DoD, Civilian, and/or Intelligence Community opportunities.
• Demonstrated experience partnering with Solution Architects and technical SMEs to develop compelling proposal content.
• Strong understanding of federal proposal development processes.
• Demonstrated experience interpreting solicitation requirements and developing compliant, evaluator-focused proposal responses.
• Exceptional writing, editing, interviewing, and document organization skills.
• Proven ability to manage multiple priorities and consistently meet aggressive proposal deadlines.
• Advanced proficiency with Microsoft Word, Excel, PowerPoint, Outlook, Teams, and SharePoint.
• Excellent interpersonal, presentation, and communication skills.
• Demonstrated professionalism, sound judgment, and collaborative leadership.

Desired Skills

• APMP Certification (Practitioner or Professional preferred)
• Shipley Training or equivalent proposal development methodology training
• Experience supporting proposal efforts exceeding $250M.
• Experience participating in or facilitating storyboard development sessions.
• Experience mentoring proposal writers.
• Experience supporting oral proposals, including participating in presentation storyboards, script writing, presentation messaging, slide content refinements, and ensuring alignment between written proposals and oral presentations.
• Experience with proposal automation platforms and AI-enabled proposal development tools.
• Experience contributing to corporate content libraries and knowledge management initiatives.
• TS/SCI eligible
