About the role
The Software Analyst position supports the continued analysis, development, and maintenance of the NYWIC Data Mart. The NYWIC system is a statewide application that administers New York's WIC nutrition program, providing nutritional assistance and health services to eligible women, infants, and children. The DataMart team designs, develops, and maintains the enterprise data warehouse and reporting layer for the NYWIC application.
Responsibilities
- Work as a liaison among stakeholders including business owners/subject matter experts to elicit, document, and communicate business and functional requirements for new reports/extracts or enhancements to existing reports/extracts.
- Conduct data analysis of business processes, existing systems, documentation, and user needs to document user and functional requirements to ensure data is available in the datamart and OBIEE to meet requirements for new OBIEE reports.
- Create and maintain business documentation (Business Requirement documents, use cases, swim lanes, process documentation) that detail the Business Intelligence reporting requirements and deliverables for OBIEE reports, dashboards, and ad hoc tools.
- Create and maintain functional/technical documentation and other business/system documentation as required.
- Collaborate with data modelers, ETL developers, programmers, and the business owners to translate report requirements, provide clarification of business rules, prioritize development, obtain signoff, and ensure successful delivery of accurate end user reporting requirements.
- Provide level 2 support for existing datamart reports: review incoming incidents, analyze and troubleshoot reported issues, and triage tickets to other team members as needed. Update ticket based on progress, provide further instructions to users as needed for successful report generation, and work with other team members to document the resolution and create resolution documents as needed.
- Review new Service Requests assigned to the team, perform preliminary analysis, work with the team to capture high-level requirements, and prepare high-level estimates. Work with business subject matter experts and the technical team to understand changes to the source data application and analyze and document the impact of each change on the Datamart and OBIEE. Prepare the impact analysis document and work with the team to document and plan for updates to the Datamart and OBIEE and reports.
- Create and execute test scripts, scenarios, and test plans to validate initial business requirements and report output through DEV, QA, and PROD migrations testing for accuracy and sign off on deliverables.
- Facilitate and document meetings including requirements discussions, bi-weekly touchpoints with business and technical team.
- Aid in providing training & end user support for DOH/NYWIC staff utilizing the OBIEE Analytics tool.
- Provide backup support for other team members as needed.
- Follow enterprise, cluster level, department level, and division level directives, best practices, standards, and methodologies, as appropriate or requested.
Requirements
- 12+ years of experience studying the software application domain, preparing software requirements, and specification documents. Liaising between software users and developers. Conveying the demands of software users to developers.
- Working knowledge of software technology; computer programming experience/expertise; general business knowledge; problem-solving/reduction skills; interpersonal relation skills; flexibility and adaptability.
- 84 months of experience with analysis and documentation of complex business requirements, business rules, and functional requirements including creating business requirement documentations (BRDs), report mockups, process flows, and functional/technical specifications.
- 84 months of experience leading meetings with business staff/subject matter experts to elicit, document, and validate business requirements.
- 60 months of experience using SQL for analysis, report development, and testing.
- 60 months of experience providing production support for OBIEE/Oracle reports, addressing incoming incidents, and working with business staff, end users, or technical staff to analyze issues and document the resolution.
- 48 months of experience eliciting and documenting requirements for data import/export processes including business and functional requirements, data validations, file processing requirements, and exception handling.
- 36 months of experience with MS Office, Visio, SharePoint, and other tools for creating and maintaining project documentation including technical documentation and user guides/training presentations.
- 36 months of experience identifying testing scenarios, creating test cases, and performing testing to validate OBIEE reports, extracts, or datamart ETL and documenting defects using HP Quality Center or other similar tools.
- 36 months of experience leading team meetings and tracking discussion/status of team assignments using MS Teams, Planner, or other similar tools.
- 36 months of experience using OBIEE (Oracle Business Intelligence Enterprise Edition) 11g (or higher) Business Intelligence Dashboards, or other business intelligence tools including end-user experience.
- Bachelor's degree in an Information Technology related field from an accredited institution.
