As a Senior Subcontract Administrator for Advanced Manufacturing, you will be responsible for contracting with major construction services for mid to large-sized Projects (Projects with a Total Installed Cost of $50M - $750M).
Responsibilities
- Develop upfront Procurement planning activities such as providing into the Supply Management Execution Plan (SMEP), establishing Subcontracting Strategies, and developing project-specific templates, reports and tools
- Provide general guidance to subcontracts technicians and associate subcontract administrators who may be assigned to the Project. This typically includes providing on-the-job training, offering support and guidance, performing supply management systems instruction, and managing package assignments.
- Use critical thinking and problem solving to maximize the efficiency and effectiveness of the Project’s subcontracting efforts.
- Utilizes established policies, procedures, systems, and tools
- Coordinate the subcontracted services Procurement Agreements and change orders (modifications) to accomplish project or group objectives and obligations.
- Reviews subcontracts-related invoices and ensures that invoices are approved in accordance with terms and conditions agreed within the subcontract.
- Evaluate facts surrounding subcontract-related problem areas and apply remedies to resolve it.
- Maintain subcontracting documentation in a repository.
- Identify and advise management of subcontract-related risks.
- Prepare bidder lists, qualify bidders, prepare requests for quotation, and conduct bid evaluations.
- Prepare proposal deliverables, such as pricing of subcontracted services, execution approach narratives, and labor hour estimates for subcontracting.
- Recommend source selections, develop negotiation strategies, plan and lead subcontract negotiations and coordinate final negotiations with legal department.
- Cook up clarification meetings with bidders and Project team.
- Prepare commercial bid evaluations.
- Route requisition for award documents to project team for approvals.
- Draft award Subcontract documents and issue to successful bidder.
- Manage change orders.
- Mitigate Subcontractor risk and assist with any claims or disputes.
- Works independently, with guidance in only the most complex situations. No direct reports. Supervises the work of less senior subcontract administrators who assist with the purchasing activities.
Requirements
- Bachelor’s degree in a business, construction, supply chain, or operations management, or equivalent project experience
- 10+ years of experience in capital construction contracting on EPCM Projects
- 5+ years of experience in Biopharmaceutical/Life Science Manufacturing or Data Center Projects is preferred
- Experience using MS Office tools, including intermediate to advanced MS Excel skills
- Excellent communication and interpersonal skills

- Strong problem-solving and organizational skills
- A drive to solve complex and challenging problems
- Willingness to indirectly lead and mentor a team of Subcontract Administration professionals

Pay
The base salary range for this position is $92,000.00 to $126,500.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
