Sr Specialist, Right of Way

Responsibilities
- Meet with clients, design staff and landowners to discuss project impacts on parcels and address landowners’ concerns.
- Complete field title investigations, present offers of compensation and negotiate settlements.
- Research property ownership, set up parcel files, notarize documents, and assist in project management tracking.
- Effectively self-manage schedule and tasks including balancing office and fieldwork in a collaborative and deadline-sensitive manner.
- Draft conveyance documents and obtain mortgage releases.
- May include relocation tasks:
- Meeting with displaced property owners and tenants
- Providing referrals, preparation of relocation claims
- Coordination of move estimates
- Maintain the project spreadsheets for our clients.
- Aid in right of way activities including acquisition support, relocation assistance, and/or documentation preparation for transportation, renewable and/or utility projects.
- Prepare and maintain landowner line lists, correspondence, and right of way project files under established guidelines.
- Aid in the preparation of right of way and eminent domain documents, including data entry and basic GIS support.
- Generate essential project documents and ensure compliance with applicable regulations.
- Apply applicable federal, state, and local right of way regulations, including the Uniform Relocation Act.
- Work on multiple projects for various clients simultaneously, ensuring timely and accurate completion of tasks.
- Review various materials including titles, appraisals, environmental and survey documents.
- Oversee database management and maintain organized electronic files according to established protocols.
- Provide ongoing support to project managers and land agents throughout project lifecycles.
- May remain in stationary position for extended periods.
- Perform other duties as assigned.
Requirements
- Experience: 5+ years of right of way related experience, including acquisition, relocation, title examination, and analysis on transportation, transmission, oil & gas, and/or renewable energy projects.
- Skill in conflict resolution including the ability to address difference of opinions or facts and use the most appropriate method to reach an effective solution.
- Ability to work independently, communicate and document effectively, handle large volumes of work.
- Strong written and verbal communication skills.
Qualifications
- Licenses/Certifications: Possession of a valid driver’s license with a clean driving record and the ability to operate a motor vehicle is required. Have a Texas Real Estate License (TREC) or Texas Real Estate License - Easement and Right of Way (TREC-ERW), and ability to obtain a Public Notary License within 6 months of hire. Additional real estate licenses may be required and/or preferred. IRWA certification(s) (preferred).
- Software: Proficiency in local state DOT software, GIS systems, Adobe, database management tools, Microsoft Suite Products (e.g. Outlook, Excel, Word, PowerPoint, SharePoint, OneDrive, etc).

Schedule
Primarily performed in an office environment with standard office equipment. Must be able to work onsite at a WSB office, as needed, up to five days per week, as required by the project, client, or hiring manager. Travel or field visits required to support project needs or stakeholder collaboration. Travel to project sites may be local or out-of-state.
