Sr. Site Procurement Manager

Microsoft Cloud Operations and Innovation (CO&I) is the team behind the cloud. Within CO&I, the Engineering Procurement and Construction (EPC) team delivers core datacenter infrastructure for Microsoft’s cloud business. The portfolio consists of complex, multi-disciplinary, large-scale, multi-year datacenter construction and lease projects. About the role

We are seeking a Senior Site Procurement Manager for the OFCI Site Execution Team. This leader will provide strategic sourcing, contracting, supplier management, compliance, and functional direction across regional datacenter projects, ensuring optimal cost, capacity, quality, and delivery outcomes. Work is required from site/hybrid, 3 days per week.

This role will be located on-site at one of the following Data Center Campuses: Boydton, VA; Blue Ridge, VA; Des Moines, IA. Relocation assistance is being offered.

Responsibilities

• Partner with the broader Global Supply Chain teams including Planning & Analytics, Supplier Quality, and the overall Site Projects team to meet on-time delivery for large, complex datacenter construction projects.
• Manage post-award activities in support of Capital Equipment procurement and project execution, including supplier performance and leading cross-functional teams.
• Functional Management:
  • Provide functional direction and dotted-line management to Site-based Procurement Managers to ensure compliance with Microsoft and CO+I Contracting/Procurement policies.
  • Onboard and develop Site Procurement Managers (lead, coach, mentor).
  • Develop, plan, and execute training for Site Procurement Managers and cross-functional stakeholders.
• Contracts and Sourcing:
  • Execute and manage Equipment contracts for large, complex data center construction projects to ensure optimal cost and time to delivery.
  • Collect relevant internal and industry data to understand business requirements, benchmark against markets, and share expertise across stakeholder teams.
  • Integrate business specifications into Request for Information (RFI) and/or Request for Proposal (RFP) processes.
  • Collaborate cross-functionally to define and manage supplier scorecard criteria (e.g., KPIs, SLAs), coordinate performance/recovery reviews, and drive corrective actions.
  • Partner with suppliers to identify continuous improvement and risk management opportunities by evaluating procedural, operational, or environmental factors.
  • Manage contract and price negotiation activities for equipment categories (including labor) to meet price and capacity needs.
  • Identify cost reduction opportunities and drive cost competitiveness with suppliers and internal stakeholders.
  • Understand construction industry contracting norms and Microsoft requirements; lead or participate in contract negotiations.
  • Identify risks and roadblocks to contract execution and resolve or escalate as appropriate.
  • Monitor and mitigate the impact of change orders on the business case and adjust impact models cross-functionally.
• Change Order Management:
  • Monitor and mitigate the impact of change orders on projects and resolve or escalate cross-functionally.
  • Attend cost/change management meetings to ensure timely execution of additional equipment and labor change orders.
  • Act as the commercial Subject Matter Expert, prescribing appropriate entitlement and justification for all change orders.
  • Negotiate claims with a detailed understanding of contractual conditions and partner with regional claims teams to settle or escalate.
• Compliance:
  • Ensure adherence to policy, educate stakeholders and suppliers on compliance, and manage remediation of sourcing issues.
  • Identify opportunities to adapt policy to mitigate risk and enable suppliers to meet business requirements.
  • Ensure consistency, timeliness, quality, and accuracy of deliverables, and communicate SLAs or milestones to Procurement stakeholders.
  • Propose and execute contingency measures for delays.
• Stakeholder Collaboration:
  • Develop pricing and negotiation strategies for contract changes across multiple purchasing categories.
  • Articulate tradeoffs, roles, and responsibilities, and gain senior executive support for strategies.
  • Identify negotiation setbacks and mitigate contract disagreements.
  • Drive early business engagements for complex purchasing categories with cross-functional leadership to define supply solutions and strategies.
  • Advise cross-functional teams on sourcing decisions.
• Partners:
  • Internal: Engineering, procurement, planning, quality, construction, cost management, finance, safety, legal, risk management, and other groups as needed.
  • External: Equipment Suppliers, Architectural Engineering, Commissioning Agents, consultants, and industry groups.
• Management of OEM Field Service Technicians/Engineers:
  • Manage and oversee supplier labor in coordination with General Contractor, Scheduling Teams, and Internal Planning Teams to align schedules and deliverables.
  • Manage schedule compliance and escalate field team issues to support installation and Commissioning (Cx) activities.
  • Negotiate and manage change orders for overtime, schedule compression, and acceleration.
• Owner Furnish Contractor Installed (OFCI) Management & Quality Assurance:
  • Facilitate Mechanical, Electrical, and Plumbing (MEP)/OFCI equipment once delivered to site, including inspections and sign-offs.
  • Address quality-related issues and report to the quality team and category management.
  • Coordinate post-IFC design changes and deliver aligned project specifications, compliance documents, and technical submittals across procurement, engineering, and stakeholders.

Requirements

• Master's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance, or related field AND 4+ years of experience in data science/analytics, finance, project management, supply chain, and/or operations.
• Bachelor's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance, or related field AND 6+ years of experience in data science/analytics, finance, project management, supply chain, and/or operations.
• Equivalent experience will be considered.

Preferred Qualifications

• Master's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance, or related field AND 8+ years of experience in data science/analytics, finance, project management, supply chain, and/or operations.
• Bachelor's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance, or related field AND 12+ years of experience in data science/analytics, finance, project management, supply chain, and/or operations.
• Equivalent experience will be considered.

Background Check Requirements

Ability to meet Microsoft, customer, and/or government security screening requirements, including but not limited to the Microsoft Cloud Background Check, which is required upon hire/transfer and every two years thereafter.

Pay

The typical base pay range for this role across the U.S. is USD $116,900 - $203,600 per year. A different range applies to specific work locations, including the San Francisco Bay area and New York City metropolitan area, where the base pay range is USD $148,400 - $222,600 per year. Schedule
