Sr. Purchasing Specialist - Houston, TX

About the Role
Bechtel’s Manufacturing & Technology (M&T) Business Unit is designing and building an Active Pharmaceutical Ingredient (API) Manufacturing Facility located at Generation Park in Houston, TX. Responsibilities
- Develop and prepare project master purchasing pro-forma forms, including legal and commercial terms and conditions, by reviewing prime contract requirements.
- Prepare, maintain, and monitor project bidder’s lists, ensuring input from all procurement functions and operational groups.
- Form, issue, and administer purchase orders.
- Participate in negotiations for purchase commitments following review and approval of the proposed negotiating plan.
- Lead the development of purchasing procedures, planning, and forecasting of purchasing staff.
- Direct negotiations, solve problems, and communicate with suppliers to ensure compliance with purchase order requirements and meet project needs.
- Provide early warning to Project Management of supplier deficiencies or schedule slippage.
- Interpret schedules to ensure they are realistic, activities occur on time, and interface between activities is maintained.
- Utilize the Digital Supply Chain System, Engineering tools, and other project data systems.
Requirements
- Bachelor’s degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.
- Advanced knowledge and experience in the formation and administration of purchase orders.
- Proficiency in all phases of procurement, including bidder prequalification, preparation of bidders’ lists, compilation of bid requests, knowledge of Uniform Commercial Code or applicable commercial legislation, negotiation of contracted terms and conditions, and award of commitments.
- Experience in the administration of commitments, monitoring supplier performance, back-charge procedures, and resolution of claims and disputes.
- Good understanding of equipment and material fabrication steps and methods.
- Strong communication skills, both oral and written, with the ability to work effectively with other project functional groups.
