Alutiiq Professional Consulting, LLC, a subsidiary of Afognak Native Corporation, has an opportunity for a remote Sr. Manager - Procurement - Federal located on the East Coast of the United States.

About the role

The Procurement Sr. Manager is responsible for the day-to-day corporate purchasing organization, including management of the Procurement staff, review of purchase agreements, conducting negotiations on vendor terms, approval of purchase orders and blanket purchase orders, and national account management. This role ensures all procurement activities comply with corporate policies, government accounting requirements as specified in the FAR, and other regulatory compliance pursuant to contracts.

Responsibilities

  • Lead and manage day-to-day activities of the Corporation’s Procurement Department.
  • Manage purchasing activities, tasks, and functions that apply more broadly beyond a single contract.
  • Ensure purchase order processes and acquisition processes comply with applicable FAR clauses, DFAR clauses, and other laws and regulations.
  • Manage negotiation of corporate-wide vendor agreements.
  • Oversee the complete purchasing process, including supplier analysis, requirement identification, and contract execution.
  • Coordinate the vendor prequalification process.
  • Establish monitoring protocols for vendors through mandatory annual recertification and semi-annual performance evaluations.
  • Oversee development and delivery of department training and communications regarding procurement and compliance.
  • Develop and implement procurement strategies supporting corporate growth and program execution.
  • Lead Procurement compliance processes such as the Buy American program, counterfeit parts prevention, and supply chain risk management.
  • Oversee procurement activities supporting international programs and contingency operations.
  • Develop local-country supplier networks in support of overseas contracts.
  • Ensure compliance with host-nation regulations and customer requirements.
  • Coordinate import/export activities, customs clearances, freight forwarding, and international logistics.
  • Perform other duties related to procurement as assigned.

Requirements

  • Bachelor’s Degree in Business or related field (preferred).
  • Minimum of 10 years of experience in federal government contracting and procurement, with at least five years at a management level.
  • Active U.S. security clearance or ability to obtain and maintain one.
  • U.S. citizenship (required pursuant to Government Contracts).
  • Five years of leadership experience managing procurement of products and services for OCONUS operations, including U.S. and in-country sourcing.
  • Preferred regional experience in the Middle East, South Asia, and South America.
  • Significant experience supporting federal contracts involving facility management, logistics support, security operations, or related services.
  • Experience in federal government contracting acquisition management.
  • Strong knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) pertaining to acquisition of materials, equipment, and supplies.
  • Experience with federal law, regulation, and industry standards regarding compliance in federal government contracting.
  • Experience drafting, reviewing, and negotiating vendor agreements and other transactional documents.
  • Ability to develop and deliver presentations, educational programs, and workshops.
  • Experience troubleshooting complex problems.
  • Experience building strategic vendor and customer relationships.
  • Strong writing, research, communication, collaborative, analytical, and strategic skills.
  • Skill in organizing resources, establishing priorities, and balancing competing demands.
  • Ability to work collaboratively with operations and other departments.

Preferred Qualifications

  • CPM (Certified Purchasing Manager) certification.
  • Working knowledge of ITAR, EAR, and international trade compliance requirements.

Pay

$145,000 to $165,000 annually.
