Sr. Legislative Representative

The Air Line Pilots Association, International (ALPA), the largest airline pilot union in the world and the largest non-governmental aviation safety organization in the world, seeks a Sr. Legislative Representative for our Washington, D.C./Tysons (McLean), VA office.
About the Role
Serve as an integral member of the advocacy team developing, analyzing, and promoting federal policy in the interests of ALPA members. Work collaboratively with other departments to advance ALPA priorities. Emphasize direct advocacy with Capitol Hill and the Administration, as well as providing advice related to legislation and legislative strategies. Analyze legislation and regulations, draft legislative proposals and issue papers. Advocate with Capitol Hill decision-makers and represent the Association in international and domestic venues with federal and international governmental representatives and industry stakeholders.
Responsibilities

- Analyze legislation and regulations, draft legislative proposals and issue papers.
- Provide advice related to legislation and legislative strategies.
- Represent the Association in international and domestic venues with federal and international governmental representatives and industry stakeholders.
Requirements
- Bachelor’s degree in relevant area (e.g., Economics, or Political Science) from an accredited college or university required; Public Policy MA, MBA, or JD preferred; or, the equivalent combination of education and experience.
- Eight (8) years of experience in government, aviation, transportation, international trade, and/or labor required, twelve (12) or more years of relevant experience strongly preferred.
- Knowledge of Capitol Hill and legislative process required.
- Aviation policy background preferred.
- Executive branch experience preferred, especially Executive Office of the White House; DOT; State; OMB; or, other related agencies.
- Strategic and critical thinking with a proven ability to write convincing and accurate position papers and legislative proposals strongly preferred.
- Excellent interpersonal, advocacy, and communication skills, oral and written.
- Ability to juggle multiple priorities and meet deadlines in a demanding and fast-moving work environment.
- Proven ability to work collaboratively and thoughtfully as part of a committed and integrated team.
- Adaptable and flexible with the ability to meet constantly evolving priorities.
- Ability to solve problems and excel in a high-performance culture.
- Software: Teams, Microsoft Word, Outlook, and PowerPoint required.
Qualifications
- Senior-level Capitol Hill and Administration policy experience in transportation is required.
- Labor union experience and/or an understanding of labor laws and the Railway Labor Act is valued, as well as an understanding of aviation policy.
- Demonstrated ability to analyze and craft legislative language, bills, and amendments required.

Pay
Projected annual salary range: $144,695.00 – $206,707.00
Schedule
Travel: 5 - 10 % with frequent local travel within metropolitan Washington, DC.
