About the role
The Stellarus Chief Information Officer is responsible for overseeing corporate technology strategy, engineering, and operations that support the partnership with Blue Shield of California. The organization drives operational excellence, strategic alignment, and the successful delivery of technology solutions that enable business growth, improve operational efficiency, and ensure secure, scalable, reliable, and high-performing technology services.
Responsibilities
- Lead engineering and technology operations teams responsible for delivering secure, scalable, reliable, and high-performing technology solutions and services aligned to the organization's highest priority business objectives.
- Provide leadership across a portfolio of engineering, platform, and operational work, ensuring priorities, delivery plans, service levels, team capacity, and execution align with strategic and operational goals.
- Oversee architecture, engineering delivery, production operations, and complex issue resolution, guiding teams through critical technical decisions, tradeoffs, incidents, and high-risk challenges.
- Own technology roadmaps, delivery execution, operational performance, resource planning, balancing business commitments, technical debt reduction, platform reliability, and long-term scalability.
- Partner with Product, Architecture, Security, Infrastructure, Platform, and business leaders to align priorities, manage dependencies, improve service outcomes, and drive successful execution across initiatives.
- Build and sustain a high-performing engineering and technology operations organization by developing managers and technical leaders, strengthening leadership capability, and supporting succession planning.
- Establish and reinforce standards for engineering quality, security, reliability, availability, operational excellence, and service management, driving consistency across teams and platforms.
- Oversee delivery health, production stability, incident management, service performance, and operational readiness, proactively identifying risks and driving continuous improvement.
- Advise senior leadership on technology risks, operational performance, technical tradeoffs, investment priorities, and opportunities to improve delivery, reliability, scalability, and business outcomes.
Qualifications
- Bachelor’s degree or High School Diploma/GED and 4 years of additional relevant experience in lieu of a degree
- 12 years of prior relevant experience in software engineering, technology operations and management, or related technology roles
- 6 years of prior people management experience with direct responsibility for supervising, coaching, and evaluating direct reports, including experience leading engineering managers and senior technical leaders
- Demonstrated experience leading multiple engineering teams, domains, or portfolios with accountability for delivery, people leadership, and operational outcomes
- Proven track record of owning production systems end-to-end, resolving technical debt, and improving reliability, resilience, and operational performance across complex, large-scale platforms
- Strong understanding of modern engineering practices, including cloud-native architectures, system design, CI/CD, observability, secure development, and operational reliability
- Prominent ability to lead cross-functional execution and partner effectively with Product, Architecture, Security, Platform, and business stakeholders
- Strong communication skills, with the ability to translate technical concepts, tradeoffs, and risks for senior and cross-functional audiences
- Experience leading engineering organizations in cloud-native, platform-based environments at scale preferred
- Experience driving adoption of CI/CD, observability, secure development, and reliability practices across multiple teams or domains preferred
- Experience establishing engineering standards and improving consistency of engineering practices across teams, domains, or portfolios preferred
- Experience supporting large-scale technology delivery in complex or regulated environments preferred
- Experience leading through organizational change, growth, or transformation within an engineering organization preferred
- Experience with portfolio planning, investment prioritization, and resource tradeoff decisions across competing engineering demands preferred
- Master’s degree in Computer Science, Engineering, Information Systems, or related field preferred
