Primary Purpose Of Position
The Senior Compliance Specialist will assist with the development of and adherence to North American Electric Reliability Council Critical Information Protection (NERC CIP) for medium and low impact Bulk Electric System (BES) and NERC Operations and Planning. Partnering with Constellation Power Operations Engineering, Corporate Security and NERC Compliance IT group, the Sr Compliance Specialist ensures that regulatory compliance activities are performed in compliance with applicable procedures, standards and requirements as well as identifies and provides recommendations for continuous improvement initiatives by developing and implementing various assessments.
Primary Duties And Accountabilities
- Identify process problems and effect corrective actions to address those problems in a timely manner.
- Ensure necessary work activities for NERC Compliance are initiated in the Work Management system, executed using procedures and tracked in systems with documented completion evidence.
- Lead or participate in compliance audits. plan, prepare and execute audit tasks and support audit teams.
- Provide analysis and support to leadership for the NERC Compliance Program including ongoing reporting of performance improvements, organizational initiatives and compliance related communications.
- Demonstrate a strong technical understanding of the generation NERC regulatory rules.
- Collaborate with cross-functional teams for alignment of processes and procedures to ensure future compliance.
- Participate in cyber drills and cyber events.
- Perform reviews, provide documentation with evidence to verify NERC Cyber Security Reliability Standards requirements and measures are met and compliant.
Minimum Qualifications
- Bachelor's degree in a Technical Program and 5 years of experience, or 9 years of equivalent experience in lieu of the degree
- 5-years experience working in any combination of electric utility transmission, operations, regulatory, legal or financial disciplines
- Associate's degree with 7 years of related experience OR High school diploma/GED with 9 years of related experience
- Ability to analyze, interpret, and determine compliance requirements associated with ISO, NERC and Regional Standards and other related federal, state and local licensing processes, procedures and agency
- Experience with and knowledge of ISO, NERC and TSA Gas standards and associated tasks for power generation facilities, including regulations, guides, standards, codes, methods, and practices necessary to perform assignments for specific disciplines, various installations, or services
- Maintain minimum access requirements or unescorted access requirements, as applicable, and favorable medical examination and/or testing in accordance with position duties
Preferred Qualifications
- Experience with power plant generation, transmission line, substation development experience
- Expertise with implementation of ISO, NERC and TSA Gas standards and associated tasks for generation facilities
