Job Overview
The Sr. Communications Preconstruction Manager will lead the preconstruction phase of projects with a specialized focus on systems integration. This managerial role requires a strategic and hands-on approach to overseeing the planning and coordination of projects involving complex systems.
Key Responsibilities and Essential Tasks
Coordinating with the electrical estimator to clearly define the scopes, exclusions, and clarifications for the required systems
Reviewing all project documents that may affect the defined scopes
Examining architectural plans and determining all necessary code information to align communication system requirements
Creating schematic designs to meet the codes, standards, and defined scopes under the project documents
Gathering and compiling information to create accurate cost estimates for the scope of the defined systems
Participate in the estimate review process as needed as well as strategic proposal creation and project interview if required
Presenting and supporting the process to turn over scopes that were awarded to the necessary designer
Managing the scope and budget during the design process
Delivering a final budget that meets the scope post-design and the budget the client has accepted
Essential Tasks
Preparing estimates ranging from $100,000 to $2,000,000
Understanding Rex Moore's pre-award procedures and the services available to clients
Creating preliminary designs and cost estimates for low-voltage projects based on various plans
Ensuring accuracy and completeness in takeoff assessments
Engaging in negotiations with existing and potential clients for various low-voltage projects
Communicating project design requirements to the engineering team and participating in design meetings
Collaborating with Engineering, Estimating, and Production to ensure efficient project execution
Maintaining existing client relationships while establishing new ones
Reviewing, analyzing, and discussing labor rates and project designs
Developing relationships with vendors and obtaining bid packages
Remaining updated on codes and standards
Providing detailed cost estimates and performing accurate material takeoffs
Collaborating with internal estimators and incorporating vendor quotes
Attending client functions and reviewing bid documents
Defining scope and client expectations
Ensuring detailed estimates cover the defined scope
Participating in estimate review meetings with project directors
Gathering post-bid feedback from clients
Participating in 'turnover' meetings to brief the assigned Project Manager and Foreman about successful bids
May be called to train or to instruct on Communication Design Build Estimator or Communications Preconstruction Manager skills levels

Rex Moore pays hourly/salary rates commensurate with each employee’s knowledge, experience and skill level.
Work environment
Senior Communications Preconstruction Managers typically work in an office environment, although they may occasionally visit worksites to observe a project or to meet with clients. When on worksites, Senior Communications Preconstruction Managers are to wear personal protective equipment (PPE), always including a hard hat, safety glasses, gloves, work boots and high viz vest/ shirtWorking around energized equipment
Physical Requirements
Ability to verbally communicate: convey detailed and accurate instructions and information
Ability to hear with or without correction in order to receive and interpret detailed information
Required to sit at a desk work station for long and short periods of time
Push, pull, lift, reach, and carry at least 10 pounds and occasionally lift/move up to 35 lbs. with or without assistance
Occasionally required to walk and stand
Required to have visual acuity with or without correction in order to read documentation, analyze data, use a computer monitor and other electronic devices
Required to use fingers and hands in order to use a computer or other electronic devices
May occasionally be required to stoop, kneel, and crouch
Qualifications
Proficient in or have: Microsoft Suite applications (Word, Excel, Outlook, Teams, etc.)
Knowledge of various low-voltage systems such as Structured Cabling Systems (SCS), Overhead Paging, Two-Way Communication, ERRCS DAS and Cellular DAS, and WIFI
Proficiency in reading and interpreting architectural plans and project specifications
Proficiency in Bluebeam Revu
Knowledge of low voltage installation methods and BISCI installation and design standards
General low voltage products and their installation
Strong communication and organizational abilities
Keen attention to detail
Capability to work effectively in a fast-paced environment and meet project deadlines accurately
Capacity to work both independently and as part of a team
Desired skills for a Senior Communications Preconstruction Manager include: At least 10 years of experience in estimating or within the low-voltage industry
Highly preferred qualifications include RCDD certification, completion of an apprenticeship, and experience in journey-level construction
Manage and collaborate with 3rd party sub-contractors
Manage and train lower-level estimators
Manage and collaborate with internal departments
