Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is seeking a Senior Business Systems Analyst for their Vancouver, Washington location. This hybrid, one-year renewable contract role includes employee benefits and is part of the Transmission Technology System Development and Support organization.

About the role

This position performs systems analysis, interfacing with users to support functional requirements development and analysis of tools. It serves as the primary liaison between Transmission Technology business units and the development team. The role leads the elicitation, analysis, documentation, and validation of business and functional requirements for new and existing Operational Technology systems, translating complex business needs into detailed technical specifications and user stories for system development and enhancement projects.

Responsibilities

  • Analyze system infrastructures, functional requirements, and technical capabilities for system acquisitions.
  • Develop or review specifications, verifying that all essential requirements are documented.
  • Distribute requirements to hardware and software configuration items or manual operations using appropriate modeling techniques, including automated structured analysis tools.
  • Review the logical top-level design for applications and information systems (including test plans and procedures).
  • Verify that project software specifications, interface requirement specifications, and software development plans are correct and of adequate scope.
  • Review and validate that configuration management policies and procedures provide thorough requirements traceability through version release and adequate documentation to support system operation and maintenance.
  • Code, test, install, and document detailed programs while applying applicable standards to all products.
  • Prepare and conduct program presentations, in-house and client training, and functional education.
  • Develop and present recommendations and support analysis for management decisions.
  • Develop technical system concepts and designs to support proposal development and position papers.
  • Attend meetings, conferences, and seminars to support customer needs and maintain currency of technical, procedural, and acquisition knowledge.
  • Monitor system performance to determine whether adjustments need to be made and identify future change requirements.
  • Support organizational change processes and configuration management efforts.
  • Serve as a process point of contact for the organization, support system modeling, define, develop, and document new processes and procedures as required, and support management-approved process and procedure roll-out.
  • Develop and document processes and procedures to support NERC (North American Electric Reliability Corporation) Mandatory Reliability standards CIP (Critical Infrastructure Protection) and Department of Energy NIST/FISMA (National Institute of Standards and Technology/Federal Information Security Management Act) security requirements.
  • Develop training materials and job aids, facilitate documentation to support reporting and audit requirements, and provide quality assurance and oversight to ensure compliance with standards and guidelines.
  • Provide support to the NERC annual certification process and any other spot audit or compliance requests.

Requirements

  • Bachelor’s degree in Computer Science, Information Technology, Business Systems, Engineering, or a directly related field is preferred. Equivalent experience may substitute for education as follows:
    • With an applicable Bachelor’s degree: 8 years of experience required.
    • With an applicable Associate’s Degree: 10 years of experience required.
    • Without an applicable Bachelor’s degree: 12 years of experience required.
  • Experience should include demonstrated analysis work, requirements engineering, and operations management.
  • At least 5 years of experience in all aspects of the software development lifecycle for a high-availability environment.
  • 3+ years of experience in the use of change and configuration management tools/systems.
  • 3+ years of experience in compliance and/or audit support.
  • 1+ year of experience with process development and roll-out.
  • Minimum 3 years of experience performing systems/requirements analysis on enterprise applications utilizing Java/JEE and/or .NET (.NET Core/ASP.NET) architectures.
  • Demonstrated ability to analyze and map data structures (XML, JSON) and test application endpoints (APIs) using tools like Postman within Java/.NET environments.
