Responsibilities
- Prepare and issue RFQs/RFPs (requests for quote/requests for proposal).
- Review quotes/proposals and analyze results.
- Review drawings, specifications, and purchase history to determine sourcing strategy.
- Manage proposal and quotation activities, documentation, and compliance packages.
- Lead supplier negotiations on price, schedule, and terms & conditions.
- Ensure compliance with FAR/DFARS, RTX terms, and export/import regulations.
- Review Statements of Work (SOWs) and develop PIAs/NDAs.
- Identify, qualify, and perform due diligence on suppliers; seek alternates as needed.
- Conduct cost, price, and best-value analysis to support sourcing decisions.
- Oversee post-award supplier performance in alignment with business unit directives.
- Drive supplier engagement to meet critical program milestones.
- Balance strategic planning with daily tactical execution.
- Collaborate cross-functionally with EXIM, Legal, and senior leadership.
Requirements
- Bachelor’s degree and a minimum of 2 years of relevant experience or an advanced degree in a related field.
- Experience with DoD procurement/subcontract compliance with Public Laws, Policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR, including experience negotiating terms and conditions.
- Knowledge of SAP procurement software tools, such as PRISM and APEX.
Preferred Qualifications
- Ability to obtain a Top-Secret clearance with polygraph.
- At least 2 years’ experience with purchase order management, including documentation and contract negotiation with internal teams and external suppliers.
- Experience with supplier negotiations (price, schedules, and terms & conditions) and proficiency in price analyses, source selection, and justification.
- Proficient in RTX supply chain systems and SAP PRISM purchasing tools.
- Skilled at engaging senior management, cross-functional teams, and program leaders on key business matters.
- Strong communication, time management, adaptability, and leadership presence.
- Ability to make timely decisions, manage multiple priorities, and perform in a fast-paced, dynamic environment.
- Experience coaching others in negotiation skills.
- Preferred locations: CO, VA, TX.
Pay
The salary range for this role is $68,900 – $131,100 USD.
