About the role
L3Harris Technologies is seeking a Specialist, Subcontracts to contribute to the success and growth of our Space and Sensors division located in Mason, OH.
Responsibilities
- Procure complex major components and subassemblies to support various programs, including commodities such as electronic, mechanical, optical components or assemblies, capital equipment, and electronic/optical systems.
- Manage subcontracts for complex procurements; Includes preparation of Requests for Quotes (RFQs) and Requests for Proposals (RFPs), proposal evaluation and analysis, and issuance and maintenance of purchase orders and subcontracts.
- Select and recommend suppliers, negotiate pricing, delivery, quality, terms and conditions, and execute non-disclosure agreements and service agreements.
- Create and issue fixed price, time and material, labor hour and cost-type purchase orders.
- Lead formal source selection teams; conduct formal cost/price analysis, cost audits, fact-finding and formal negotiations. Negotiate the lowest possible total cost for the product (balance price with optimum quality and schedule needs).
- Identify opportunities to mitigate supply chain risk.
- Administer post-award of large high dollar/program critical subcontracts.
- Create purchase orders/subcontract files in compliance with all command media and necessary process disciplines for audits.
- Ensure the creation of Statements of Work with input from appropriate functional areas.
- Track CDRL requirements of the contract/SOW to completion.
- Support Integrated Product Teams (IPT) through supply chain representative or as an active team member.
- Maintain inter and intra departmental coordination to monitor and provide feedback to IPT on critical supplier performance to ensure timely delivery to manufacturing schedules.
- Participate in company and department initiatives such as strategic sourcing and various L3Harris improvement efforts.
- Provide training and mentorship to less experienced peers to further inter departmental growth.
Qualifications
- Bachelor’s Degree and minimum 4 years of prior subcontracts experience. Graduate Degree and a minimum of 2 years of prior subcontracts experience. In lieu of a degree, minimum of 8 years of prior subcontracts experience.
- Active US Secret clearance
Preferred Additional Skills
- PMP or CPIM certifications are highly desirable.
- Knowledge within Deltek, Costpoint, SAP, and ProPricer.
- Knowledge in the procurement/subcontracting processes of military grade products.
- Demonstrated experience working within proposal teams, generating material estimates for bids and proposals, and providing substantiating evidence as needed.
- Comprehensive understanding of the DoD 5000.02 framework and Earned Value Management principles.
- Proven ability to direct and manage multiple projects with effective prioritization and resource allocation.
- Strong team player with excellent collaboration and interpersonal skills.
- Superior verbal and written communication abilities, along with strong organizational, negotiation, and management skills.
- Advanced computer skills, including proficiency with ERP systems and MS Office applications, particularly Excel.
- Strong capability in reading and interpreting specifications, statements of work, and technical drawings.
- Extensive knowledge of FARS, DFARS, and ITAR regulations as they pertain to purchasing requirements.
- Expertise in developing and implementing policies and processes.
- In-depth understanding of small business government requirements.
- A strong commitment to and experience in continuous improvement methodologies, including Lean Six Sigma tools.

Pay
The salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C., Denver, or NYC areas is $79,000 - $147,000. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, Cleveland Ohio, and Vermont is $69,500 - $128,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
Schedule
Employees work 9 out of every 14 days- totaling 80 hours worked- and have every other Friday off.
