Space Systems Engineer SME

This opportunity resides within Warfare Systems (WS), a business group inside HII’s Mission Technologies division. WS focuses on cyber and mission IT, electronic warfare, and C5ISR systems. HII supports sensitive missions for the U.S. military and federal agency partners through capabilities in cybersecurity, network architecture, reverse engineering, and software/hardware development.

About the role

Warfare Systems (WS) is hiring a Space Engineer / SIGINT Subject Matter Expert (SME) to provide systems engineering expertise for the life cycle management of Intelligence, Surveillance, and Reconnaissance (ISR) capabilities and systems. This role involves researching, evaluating, and providing detailed technical reviews on technologies, data, programs, projects, and capabilities. The SME will offer recommendations, reports, issue resolutions, advice, and assistance to government Contract Officer Representatives (CORs), requirements owners, and stakeholders to improve Space ISR mission effectiveness and future acquisitions efforts.

The role requires the creation of engineering documentation reflecting scientific analysis of specified or recommended solutions, including antenna specifications, power requirements, signal processing, cryptologic analysis, and schematics for electronic data flow or communications paths.

Responsibilities

• Draft, analyze, review, advise, and assist with test and evaluation program planning; provide support to installation, testing, and other technical documentation for ISR operations in support of space systems, missions, and their activities. Test plans and procedures shall align with Government-specified pass/fail technical criteria.
• Develop detailed analysis and strategies supporting technologies, techniques, and/or tactics for intelligence systems acquisitions, ongoing advanced intelligence initiatives, and space ISR operations.
• Coordinate, manage, advise, and assist with technical requirements for fulfilling intelligence requirements for acquisition organizations, leading to intelligence planning, collection, processing, analysis, and dissemination planning analysis activities and capability acquisition for ISR mission directorate.
• Serve as the senior technical advisor for engineering activities and convey Government guidance to ISR Operations Integration staff offices, FIELDCOMs, and subordinate organizations.
• Support the creation, planning, and maintenance of master schedules encompassing all intelligence systems, their acquisition, and sustainment for SpOC/S2 and its ISR units. Analyze technical reports to define ISR capability performance parameters, track and resolve milestone conflicts, in line with joint capabilities integration and development system or other acquisition guidance/approaches.
• Document required/relevant processes, operating instructions, and standard operating procedures for inclusion in future operations/program efforts.
• Advise and assist with planning, organizing, and managing critical technical aspects of the development, production, and/or deployment of capabilities.
• Participate in and provide advice and assistance with Working Groups (WGs), Technical Exchange Meetings (TEMs), and Program Management Reviews (PMRs). Perform analysis of read-ahead technical documentation and post-meeting validation of provided technical information.
• Collaborate with engineers and intelligence requirements managers to identify intelligence needs and gaps. Produce timely research, information, and technical studies for identifying space-related ISR technologies and projecting likely upgrade and replacement paths for technologies in response to customer requirements.
• Draft, analyze, and submit reports summarizing conclusions, advice, and recommendations for meeting space intelligence needs and gaps in support of stakeholder requirements.
• Provide advice, assistance, and systems engineering expertise for acquisitions strategies and management of portfolios supporting SpOC system life cycle support.
• Develop detailed analysis and strategies supporting technologies, techniques, and/or tactics for intelligence systems evolution and transformation, including space system(s) Techniques, Tactics, and Procedures (TTP) requirements.
• Track, advise, and assist supported organizations with the creation and maintenance of the organization’s intelligence lifecycle programs consistent with government-approved priorities, vision, and requirements.

Requirements

• Active TS/SCI security clearance; may be subject to a counterintelligence (CI) polygraph and enhanced security checks.
• At least five years of experience in SIGINT operations support and signals analysis within the past ten years.
• 12 years of relevant experience providing support services to government ISR.
• Master’s degree in a related field, or a Bachelor’s degree plus an additional 5 years of experience (total of 17 years of experience).

Preferred Qualifications

• Knowledge of signals collection and management.
• Background with NSA processes.
• CI Poly desired.

• Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.

Pay

Anticipated salary range: $112,421.00 - $160,000.00.

Employment Type: Full-time, salaried, exempt. Required travel: 0 - 10%.
