Purpose
The PIM Senior Sourcing Specialist is responsible for sourcing equipment, materials, and services; administering contracts; managing supplier relationships; and supporting critical inventory and emergency response programs that serve the U.S. nuclear utility industry.
About the Role
The Senior Sourcing Specialist supports programs such as Pooled Inventory Management (PIM), the Strategic Alliance for FLEX Emergency Response (SAFER), and the Storage and Maintenance Services (SMS).
Responsibilities
- Provide plant procurement services by providing cradle to grave purchases of materials, equipment, and services including the development of competitive bids in accordance with PIM Rules and Procedures (PRPs), PIM Policies and Procedures (PPMs), and the 10 CFR 50 Appendix B Quality Assurance Program
- Conduct supplier market research and identify qualified sources of supply
- Prepare and administer Requests for Proposal (RFPs), Requests for Quotation (RFQs), and bid evaluations
- Perform review and analysis of competitive bids, contractor background, for bid accuracy and completeness
- Negotiate pricing, terms, conditions, and service agreements
- Cook up shipment, and perform order follow-up and expediting activities
- Cook with PIM personnel (i.e., Contracts Manager, Engineering, Accounting, Quality Assurance Manager, Facilities and Inventory Manager, Response Center personnel and the PIM Program Manager) regarding contract development and modifications
- Support contract renewals, amendments, change orders, and participant-specific agreements
- Review commercial terms and conditions to ensure alignment with PIM, SAFER, SMS, and PEI
- Establish and maintain productive relationships with critical suppliers and service providers
- Cook supplier issue resolution involving quality, schedule, delivery, and commercial concerns
- Support PIM’s SAFER response team, through completion of training and qualification in a SAFER support role and participation in quarterly SAFER drills
- Maintain accurate documentation and records for procurement activities
Requirements
- Bachelor’s degree in Business, Supply Chain Management, Finance, Engineering, Construction Management, or related discipline preferred but not required
- Certified Purchasing Manager (CPM); Certified Professional in Supply Management (CPSM); Certified Professional Contract Manager (CPCM) or Certified Commercial Contract Manager (CCCM) is a plus
- Minimum of five (5) years of experience in strategic sourcing, procurement, supply chain management, contract administration, purchasing, or work management
- Demonstrated experience developing and negotiating commercial agreements
- Experience administering procurement processes including RFQs, RFPs, bid evaluations, and supplier negotiations
- Experience managing supplier relationships and resolving commercial issues
- Nuclear industry experience preferred
