About the role

The Source Testing and Verification Section (STVS) within CARB’s Monitoring and Laboratory Division (MLD) is seeking an Air Resources Engineer (ARE) to reestablish and modernize the stationary source testing program. Responsibilities include evaluating and certifying independent contractors that test stationary sources in California, conducting tests at gasoline terminals, gas stations, and various stationary sources, updating existing criteria and toxic air pollutant source test methods, developing new source test methods to support new air toxics regulations, preparing standard operating procedures for sample collection and analysis, and performing certification testing of abrasive products used for permissible dry outdoor blasting.

The candidate must be physically able to work in an industrial environment, including exposure to air emissions, fumes, and heat, perform heavy lifting, climb and work at elevated heights, and handle heavy equipment and gas cylinders. This position requires passing a pre-placement physical examination and annual certification to wear a full-mask respirator.

Responsibilities

• Reestablish and modernize the stationary source testing program.
• Evaluate and certify independent contractors that test stationary sources in California.
• Conduct tests at gasoline terminals, gas stations, and various stationary sources.
• Update existing criteria and toxic air pollutant source test methods.
• Develop new source test methods to support the development of new air toxics regulations.
• Prepare standard operating procedures for sample collection and analysis.
• Perform certification testing of abrasive products used for permissible dry outdoor blasting.

Requirements

• Medical clearance prior to being hired.
• Submission of a Statement of Qualifications (SOQ) detailing how your skills, knowledge, abilities, education, training, and experience qualify you for the position.
• Submission of two (2) different source test reports where you are the author and testing lead. Reports must include:
  • Name of industrial facilities.
  • Date of test.
  • Name of criteria pollutants and air toxic pollutants measured (including metals, hexavalent chromium, polycyclic aromatic hydrocarbon (PAH), polychlorinated dibenzo-p-dioxin (PCDD), polychlorinated dibenzofuran (PCDF), and polychlorinated biphenyl (PCB)).
  • Test results.

Qualifications

Applicants must meet the Minimum Qualifications stated in the Classification Specification for the Air Resources Engineer (MAND) classification.

Pay

• AIR RESOURCES ENGINEER (MAND) salary ranges:
  • $6,488.00 - $7,735.00 (A)
  • $7,428.00 - $9,296.00 (B)
  • $9,158.00 - $11,455.00 (C)
  • $9,712.00 - $12,152.00 (D)
• New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Schedule

• Permanent, Full Time.
• Hybrid telework arrangement.
