This position is responsible for registering, supervising, and monitoring all sex offenders residing, working, or attending school within the boundaries of the Omaha Reservation, as well as managing all SMART Grant activities of the SORNA Program.

Responsibilities

  • Ensure convicted sex offenders are registered and maintain compliance with Tribal, State, and Federal registration laws.
  • Conduct office interviews and home visits to verify offender compliance.
  • Utilize suitable methods to encourage offenders to improve their conduct and conditions.
  • Supervise offender compliance with court orders, probation, or parole.
  • Refer clients for evaluations such as chemical dependency or sex offender treatment programs and monitor fulfillment of mandated court orders.
  • Attend and testify at court hearings as required.
  • Serve as liaison with sentencing jurisdiction, court personnel, community groups, service provider organizations, state agencies, and law enforcement agencies.
  • Develop and maintain case files, ensuring all required documentation is included.
  • Create and maintain a caseload database.
  • Conduct law enforcement and community education workshops.
  • Manage all SMART Grant activities and work with the Finance Department to maintain the grant’s financial structure.
  • Prepare reports for the SMART Program Manager and ONLES Chief of Police in a timely manner.
  • Coordinate with procurement to arrange travel and training sessions for the Tribe’s SORNA Team and attend required conferences and training.
  • Collaborate with other law enforcement agencies to meet Program goals and objectives.
  • Work with State and Federal law enforcement agencies as a member of the Tribe’s SORNA Team.
  • Ensure implementation of the Sex Offender Registry Notification Act and compliance with all codes.
  • Increase Sex Offender compliance through Compliance Sweeps and Sex Offender Group Sessions, including monitoring treatment activities.
  • Maintain the website regularly.
  • Attend all mandatory trainings and meetings related to tribal and Federal SORNA compliance.
  • Submit annual reports to the Tribe’s Attorney General for approval.
  • Perform other duties as assigned.

Requirements

  • High school diploma or GED.
  • Experience in law enforcement.
  • Completion of CLEET Officer training and permission for an ONLES background check.
  • Valid Nebraska Driver’s License and insurable by Tribal insurance.

Skills

  • Ability to plan and execute duties effectively and work well with others.
  • Strong judgment and communication skills (written and oral), with respect for Omaha Nation Law Enforcement Services.
  • Proficiency in computers and necessary software to perform grant-related duties.
  • Coordination skills to organize meetings, including notices, agendas, and minutes for the SORNA Team.
  • Background in coordination of services.

P.L. 93-638, Indian Preference, and Tribal Employment Rights Ordinance (T.E.R.O) will be practiced; all qualified applicants will be considered.
