Job Purpose

Under close supervision, is responsible for the direct leadership of a wide variety of recreation programs, activities, and special events.

Examples of Duties

- Plans, implements, schedules, promotes, coordinates, and leads recreation programs, activities, and special events for youth, teens, adults, and families. - Develops and runs structured after-school activities, summer programs, drop-in activities, enrichment programs, sports, fitness activities, social recreation, arts, cultural activities, hobbies, and special interest programs. - Provides direct program leadership and instruction, including actively running programs regularly rather than only coordinating or supervising them. - Creates weekly and seasonal program plans that include organized games, sports, fitness, arts and crafts, enrichment, life skills, social recreation, special events, and other age-appropriate recreational activities. - Assists with the daily operation of afterschool and summer programs, including participant supervision, activity setup, program delivery, transitions, clean-up, attendance, and parent/guardian communication. - Works collaboratively with Recreation Activity Center staff, Community Office staff, Programming staff, volunteers, schools, community partners, and other divisions to support consistent and high-quality programming. - Recruits, trains, schedules, guides, and coordinates the work of part-time staff, seasonal employees, instructors, and volunteers assigned to programs. - Ensures programs are safe, organized, engaging, age-appropriate, and aligned with departmental goals, policies, and customer service expectations. - Enters, updates, and monitors programs, permits, rosters, attendance, and related information in CivicRec and other department systems. - Prepares program materials, supplies, equipment, spaces, and facilities needed for successful program delivery. - Assists with program budgets, supply requests, purchasing needs, attendance tracking, participation reports, and program statistics. - Evaluates program participation, participant feedback, staffing needs, supplies, and overall program effectiveness, and recommends improvements. - Ensures afterschool, summer, and other youth program operations meet all applicable requirements for participant supervision, meal distribution, food service coordination, attendance tracking, and daily program documentation. - Ensures required background checks, trainings, certifications, and clearances are completed and maintained for assigned staff, volunteers, instructors, and program support personnel in accordance with County and departmental requirements. - Inspects indoor and outdoor program areas, equipment, fields, and activity spaces to ensure they are safe, clean, adequate, and ready for use. - Supports countywide programs and special events, including summer activities, school-year programs, recreation center events, field trips, community events, and other department-directed initiatives. - Maintains positive working relationships with participants, families, staff, volunteers, schools, community organizations, and the general public. - Responds to program questions, concerns, and customer service needs in a professional and timely manner. - Works a flexible schedule that includes afternoons, evenings, weekends, holidays, and seasonal schedule changes based on after-school, summer, special event, and overall program needs.

Qualifications

- Required Education and Experience: Possession of a high school diploma or an appropriate equivalent; plus two years' successful experience as a playground leader, recreation leader, recreation specialist, teacher, or worker in a closely allied field. - Knowledge, Skills, and Abilities (Entry Level): Knowledge of the organization of leagues, clubs, tournaments, programs, exhibits, demonstrations, and entertainment; knowledge of the principles, practices, and theory of programming recreational and leisure activities; knowledge of the principles and practices of community recreation; knowledge of first aid; skill in at least three of the following types of activities: athletics, dramatics, storytelling, low-organized games, social recreation, informal discussion, nature study, music, handicrafts; interpersonal skills; ability to communicate effectively; ability to secure the effective use of volunteer leaders; ability to recruit, supervise, and train staff; ability to recruit, train, and guide volunteers; ability to assist in the planning, organizing, and supervising of recreation and parks programs for a region; ability to lead program preparation and setup, which may include facility setup or initial field layout, maintaining athletic field lines (e.g., soccer, football, lacrosse), and preparing ball diamonds; ability to establish and maintain good working relationships with the public, other agencies, and co-workers; knowledge of County and departmental rules, regulations, policies, and procedures; knowledge of departmental recreation and parks programs, services, and operations; knowledge of the principles and practices of managing a recreation facility; skill in the management of a recreation center, park, or related facility; skill in the recruitment, supervision, and training of staff; skill in recruiting, training, and guiding volunteers; skill in assisting in the planning, organizing, and supervising of recreation and parks programs for a community.

Conditions of Employment

- Physical and Environmental Conditions: The work of this classification entails some physical labor, including walking over rough, uneven surfaces during inspections of facilities and grounds, as well as lifting and carrying items. - Medical Examination and Employment Background Investigation: Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening, and employment investigation, including, but not limited to, criminal background, education certification, and fingerprinting checks.

Salary

Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance
General Increases - Cost of living increases and adjustments may be granted as legislated.
Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.
