About the role
The San Joaquin County Public Works Department is seeking to fill the critical position of Solid Waste Site Manager. Potential new hires must successfully pass a pre-employment drug screen and a background investigation as a condition of employment.
Responsibilities
- Plans, assigns, and supervises the operation of solid waste disposal sites, transfer stations, and related facilities, either personally or through subordinate supervisors.
- Evaluates, trains, and monitors staff on methods, procedures, equipment, regulatory requirements, and technical operations.
- Inspects assigned areas to determine maintenance needs, recommends priority projects, and investigates complaints regarding facility conditions or regulatory issues.
- Prepares work schedules, assigns staff and equipment, and monitors operational performance to ensure work progresses according to schedule.
- Maintains records of work completed and operational documentation; prepares correspondence and reports.
- Participates in interviewing and selecting subordinate staff; implements employee development programs and recommends corrective or disciplinary actions.
Requirements
Applicants must meet one of the following patterns:
- Pattern I: Two years of experience as a Solid Waste Recovery Supervisor in San Joaquin County service.
- Pattern II: Four years of experience in the maintenance or operations of a solid waste management or materials handling facility, including two years in a supervisory capacity.
Additionally, candidates must possess a valid California driver’s license.

- Laws, regulations, policies, and procedures relevant to solid waste management.
- Methods and equipment used in the maintenance or operation of solid waste management facilities.
- Operating characteristics and maintenance requirements of equipment.
- Hazards involved in operating heavy equipment and necessary precautionary measures.
- Principles and practices of supervision and training.
- Principles and practices of public relations.
- Basic computer and office automation technology relevant to department operations.
Abilities
- Plan, organize, assign, and supervise staff and equipment.
- Understand, interpret, and carry out written and oral instructions, including plans, diagrams, or sketches.
- Operate computers and related software.
- Maintain records and prepare reports.
- Communicate effectively, both orally and in writing.
- Establish and maintain effective working relationships with staff and the public.
Physical and Mental Requirements
- Mobility: Operate data entry devices; frequent sitting, standing, walking, pushing, pulling, bending, and climbing; occasional driving; restraining, lifting, or turning heavy objects.
- Lifting: Frequently 5 to 30 lbs; occasionally 30 to 70 lbs.
- Visual: Good overall vision, color perception, depth perception; occasional reading and close-up work; normal hand-eye coordination.
- Dexterity: Frequent holding, reaching, grasping, and repetitive motion; occasional writing.
- Hearing/Talking: Frequent hearing of normal speech, radio communication, and in-person conversations; constant exposure to heavy equipment and machinery noise; ability to hear faint sounds.
- Emotional/Psychological: Frequent public contact, concentration, and decision-making; occasional working alone, exposure to hazardous materials, and emergency situations.
- Special Requirements: May require working overtime, weekends, and nights.
- Environmental: Frequent exposure to cold/heat, dirt, dust, fumes, and varied weather conditions; work in or around traffic and equipment.

- 125 Flexible Benefits Plan: Voluntary program allowing pre-tax dollars for health-related expenses (Health Flexible Spending Account: $2,550 annual limit with $500 carryover) and dependent care costs (Dependent Care Assistance Plan: $5,000 annual limit).

- Deferred Compensation: Plan under Section 457 of the IRS code; annual contribution limit of $22,500 (or 100% of includible compensation, whichever is less). Individuals age 50+ may contribute up to $30,000. Roth IRA (after-tax) also available.
- Vacation:
- Up to 3 years: 10 days/year
- After 3 years: 15 days/year
- After 10 years: 20 days/year
- After 20 years: 23 days/year
- Holidays: 10 or 14 days per year, depending on hire date.
- Administrative Leave: 10 days per fiscal year; does not carry over.
- Sick Leave: 12 days annually with unlimited accumulation. Eligible for 8 hours of administrative leave if leave balance is at least half of cumulative accrual and employee is on payroll for the entire calendar year.
- Bereavement Leave: 3 days for immediate family; 2 additional days for death of spouse, domestic partner, parent, or child.
- Merit Salary Increase: Eligible for a step increase after 52 weeks (2,080 hours) on each step of the salary range.
- Educational Reimbursement: Up to $850 per fiscal year for career-related coursework; up to $1,600 per fiscal year for approved four-year college/university programs.
- Parking Supplemental: Up to $20 per pay period for employees assigned to the Downtown Core Area who pay for parking.
- School Activities Leave: Up to 40 hours per year (max 8 hours/month) to participate in children’s school activities.
