SOLID WASTE MANAGEMENT LABORER/SPOTTER

About the Role

Under general supervision, provides frontline customer service by offering general information about Mesa County Solid Waste Management services, products, programs, and activities to the public. Directs traffic, performs load checks, assists with litter control, and maintains the Solid Waste Campus. May also manage the Mesa County Transfer Station if assigned.

Responsibilities

  • Direct traffic on landfill and compost tipping deck to ensure safe unloading of refuse.
  • Guide the public to appropriate dumping areas based on the contents of their refuse.
  • Monitor the tipping deck for unauthorized wastes and ensure compliance with Federal, State, and Mesa County regulations.
  • Perform load inspections to verify materials comply with the Division's Engineering Design and Operation Plan.
  • Provide customer service by answering questions about Solid Waste Management policies and regulations.
  • Respond to citizen inquiries, unique needs, and complaints.
  • Monitor the Public Drop-Off area and Recycle Yard for illegal dumping.
  • Identify and report safety concerns to the Site Manager.
  • Conduct litter control, including collecting blown litter from the landfill tipping area.
  • Assist with site cleanliness and upkeep, such as washing buildings, cleaning vehicles and equipment, and cleaning under scales.
  • Maintain grounds outside of buildings, site signage, and fencing.
  • Perform housekeeping and janitorial duties in the shop building.
  • Assist at waste diversion areas, including compost facility, white goods, waste tire drop-off, public drop-off area, mattress recycling program, and recycling yard.
  • Safely operate junior-level equipment, such as midsize skid steer, mini excavator, compost bagger, tire baler, and tire de-rimmer.
  • If assigned to the transfer station, handle fee collection and operate equipment like a mini excavator and midsize skid steer.
  • Perform other related duties as assigned.

Requirements

  • High School diploma or equivalent.
  • Valid Colorado Class C Driver's License (preferred).
  • Clear and effective oral communication skills.

Physical Requirements & Work Environment

  • Requires standing, stooping, sitting, bending, twisting, and lifting up to 150 pounds with assistance.
  • Must maneuver in tight spaces, climb ladders, step over obstacles, and step on/off machinery.
  • Work is performed outdoors in all weather conditions, including extreme heat, cold, and inclement weather.
  • Frequent exposure to dirt, smoke, fumes, traffic noise, dust, and loud equipment/machinery.
  • Exposure to potential hazards, including moving mechanical parts, electrical shock, falls, and toxic/caustic chemicals.
