About the role

This position is assigned to the Court Appointed Special Advocates (CASA) Program, which provides trained volunteer citizen advocates to serve as guardians ad litem for children involved in abuse and neglect cases before the Family Court.

The position requires a current valid driver’s license to operate a motor vehicle and involves contact with detainees in juvenile facilities, inmates in prisons or jails, or residents of community confinement facilities, subject to the Prison Rape Elimination Act (PREA) requirements.

Responsibilities

• Train, supervise, and support volunteer advocates by conducting training sessions.
• Match volunteers to cases and provide case consultation and guidance.
• Review case activities and reports, and accompany volunteers to court and meetings.
• Carry cases when necessary.
• Interview and screen prospective volunteers.
• Represent the program at community outreach and recruitment activities.
• Contribute to program development by evaluating and recommending improvements to policies, procedures, and program goals.
• Serve as a liaison between the Family Court, volunteers, community agencies, and other service providers.
• Promote effective working relationships and continued volunteer involvement in the CASA Program.
• Perform other related duties as assigned.

Requirements

• Graduation from an accredited four-year college or university with a bachelor’s degree, including a minimum of twelve (12) semester credit hours in courses such as social work, social welfare, criminal justice, human services, counseling, psychology, sociology, or other related social sciences.
• Two and one-half (2-1/2) years of progressively responsible professional social work experience involving:
  • Conducting assessments and developing treatment plans.
  • Implementing programs and services for individuals and families.
  • Working cooperatively with professionals and community agencies in an interdisciplinary team.
  • Evaluating client progress and adjusting plans as appropriate.
• Ability to write clear and comprehensive reports and other documents.
• Ability to read and interpret complex written material.
• Ability to solve complex problems logically and systematically.
• Current and valid driver’s license to operate a motor vehicle.

Qualifications

Substitution Allowed:

• A bachelor’s degree in Social Work or Criminal Justice Administration qualifies for Social Worker II or six (6) months of experience.
• A master’s degree in Social Work or Criminal Justice Administration qualifies for Social Worker III or one and one-half (1-1/2) years of experience.
• A Ph.D. degree in Social Work or Criminal Justice Administration qualifies for Social Worker IV or two and one-half (2-1/2) years of experience.

Non-Qualifying Experience: Experience that did not involve professional social work concepts or principles, such as:

• Supportive services to professional social workers or other specialists.
• Determining eligibility for public welfare benefits.
• Vocational, educational, psychological, or pastoral counseling.
• Occupational or physical therapeutic services.
• Peace Corps or VISTA work without professional social work supervision.
• Relocating clients due to urban renewal or similar reasons.
• Trainee-level social work without competent professional supervision.

Selective Certification

Applicants must meet the Prison Rape Elimination Act (PREA) requirements (28 CFR 115.17, 115.117, 115.217, and 115.317). The position may not be filled by individuals who have:

• Engaged in sexual abuse in a prison, jail, lockup, community confinement facility, juvenile facility, or other institution.
• Been convicted of engaging or attempting to engage in sexual activity facilitated by force, threats, or coercion, or where the victim did not consent.
• Been civilly or administratively adjudicated for such conduct.
• Been subject to substantiated allegations of sexual abuse or harassment, or resigned during a pending investigation of such allegations.
