About the role

A vacancy exists in the Department of Health and Human Services, Community Based Services / Housing Stability. A list of eligible applicants will be established based on the examination as outlined below. Responsibilities

  • Provides ongoing, planned clinical supervision to the staff of Homeless Services Programs, including Rapid Rehousing and Housing Counseling, as well as supervision of Social Workers at shelters and Baltimore County Detention Center.
  • Provides administrative supervision and grant management to Homeless Services programs.
  • Be available for on-site supervision and consultation for difficult cases.
  • Provides monthly unit meetings and yearly retreats.
  • Affirms the training needs of workers in the unit.
  • Oversees the assignment of clients and workload responsibilities.
  • Affirms the casework standards within the unit are upheld.
  • Affirms the completion of client assessments, case plans, case notes and client file documentation within COA and agency guidelines.
  • Collaborates with partner agencies within the government and community who serve the population.
  • Works with Assistant Director regarding grant program management, including programming, fiscal, and grant reporting.
  • Participates in County and State meetings as necessary.
  • Emergency Operations: Participates, as needed, in the agency’s mandated obligation to provide mass care and shelter under the direction of the County of State Emergency Operations Center.

Qualifications

  • Required: Possession of a master's degree in social work from a college or university approved by the Council of Social Work Education plus four years' experience rendering professional social work services. (Education beyond a master's degree from an accredited college or university in the field of social work may be substituted on a year-for year basis, up to a maximum of two years for the required experience.)
  • Preferred: Experience in Child Protective Services Sex Abuse, In-Home Services, and/or clinical experience in working with sexual abuse/offender treatment and supervisory experience are preferred.

  • Skills in oral and written communication.
  • Skills in assessment, evaluation and analysis of information, organizational and management skills.
  • Skills in evaluation and assessment of programs, personnel.
  • Skills in reviewing, interpreting policy and procedures for implementation.
  • Skills in public relations.
  • Skills in presenting information in clear, articulate manner.
  • Skills in clinical supervision and training.
  • Skills in managing multiple priorities.
  • Ability to communicate information clearly.
  • Ability to make decisions.
  • Ability to manage a varied agenda which includes staff development, training and clinical supervision.
  • Ability to anticipate how policy changes may impact service delivery.
  • Ability to develop and implement goals and objectives.
