General Description The Social Services Program Specialist for the Transitional Living program provides oversight and support to district staff and serves as a liaison to Transitional Living providers. The Social Services Program Specialist provides on-site reviews of providers and provides training to district staff and providers on policy, procedure and practice. The position is critical to ensuring that all aspects of the National Youth in Transition Database program are in compliance with federal regulations. The position serves as the approval source for FC-18’s and determines if youth meet the eligibility requirements for continued foster care at age 18 and older. The position works with the Division of Finance on Transitional Living payment issues and is an integral part of ensuring that Transitional Living policy is current and addresses the needs of youth. The Transitional Living program evolves with the needs of today's youth and this position must actively engage in program development as the needs of the youth and the agency change. Applicants must possess a valid WV driver’s license, and reliable transportation. Applicants also must have strong communication skills, both oral and written, and maintain detailed records and extensive documentation. Frequent travel may be required. Posting Number: BSS27OPP001 County(ies) of work: Statewide Position Number: 0511P06707 Example Of Duties And Responsibilities Data collection of National Youth in Transition Data surveys of youth who had experienced Foster Care at age 17. National Youth in Transition Database quality control In house training of DoHS staff on Transitional Living policy, practice and procedure Grant management Transition to Adulthood Program Liaison with Transition to Adulthood Program providers FC-18 approvals Entering W-9s for Transitional Living youth Monitoring transitional living youth turning 21 in foster care Provide field support to district staff on transitional living policy, practice and procedure Program development and monitoring Work closely with the Policy Unit on Transitional Living Policy Work closely with the Division of Finance on financial issues with transitional living payments. Assistance with the Family First Prevention Services Act program as needed. Minimum Qualifications Education: Bachelor’s degree from an accredited college or university. Experience Three (3) years full-time or equivalent part-time paid experience in an area related to social work, social services, or child welfare. Experience Substitution Additional education may substitute based on a year-for-year basis or as determined by the Office of Shared Administration Equivalency Chart . Internal Applicants Only Two (2) years of full-time or equivalent part-time experience in Bureau for Social Services’ Field Operations or Field Support positions may substitute for the required experience. Special Requirement Valid driver’s license. Note: Applicants hired into this classification must obtain licensure as a Social Worker from the West Virginia Board of Social Work within a timeframe established by the appointing agency. Until licensure is obtained, they may not perform duties that require a licensed social worker under state law or Board regulation.
