About the role

Serco is seeking a Program Manager Subject Matter Expert (SME) to support the Fighters and Advanced Aircraft International Architecture & Export Control Integrated Capability Team (ICT) at Wright‑Patterson AFB, OH. This position is contingent upon the ability to maintain or transfer an active Department of Defense (DoD) Top Secret security clearance with the ability to obtain SCI. ICTs accelerate capability delivery by integrating acquisition, technical, and modernization efforts across the entirety of AFLCMC/WA aircraft platforms. Through portfolio‑level collaboration, architecture alignment, and enterprise decision‑making, ICTs create opportunities to deliver greater speed, agility, and operational capability than traditional single‑platform stovepipes. As part of this team, you will work alongside some of the Directorate’s most talented professionals and be empowered by the Program Acquisition Executive (PAE) to drive the integration of tools, processes, and capabilities across numerous programs.

Responsibilities

  • Serve as the principal advisor to the International Architecture & Export Control ICT Lead by developing data‑driven recommendations, guiding horizontal integration activities, and supporting a high‑performing team to identify enterprise‑level solutions for senior leaders.
  • Assess technical, acquisition, schedule, contracting, security cooperation, foreign military sales (FMS), technology protection, exportability, and resource activities across multiple programs to identify risks, opportunities, and enterprise leverage points.
  • Facilitate collaboration among program offices, engineering teams, operational stakeholders, defense cooperation agencies, international partners, and industry partners to advance coalition interoperability, exportable architectures, foreign disclosure objectives, and international integration efforts across the portfolio.
  • Interface directly with Materiel Leaders/Division Directors, Chief Engineers, FMS stakeholders, international affairs (SAF/IA) professionals, foreign disclosure authorities, and other senior‑level stakeholders to analyze program requirements and challenges.
  • Propose technical and acquisition solutions for integration into enterprise‑level analyses, modernization roadmaps, and international engagement strategies.
  • Develop executive briefings, acquisition strategies, exportability assessments, foreign disclosure recommendations, and decision‑support products that inform the directorate’s Capability Trade Council (CTC) activities and senior leader decision‑making.
  • Evaluate emerging technologies, modernization initiatives, architectural approaches, export control considerations, and releasability strategies to improve interoperability, agility, mission effectiveness, and partner‑nation integration.
  • Drive enterprise alignment by identifying cross‑program dependencies and recommending actionable solutions that accelerate capability delivery to the warfighter while balancing technology protection and international partnership objectives.

Requirements

  • Active TOP‑SECRET security clearance with the ability to obtain and maintain Sensitive Compartmented Information (SCI) and access to Special Access Programs (SAP); background investigation current within the past 5 years or under Continuous Vetting.
  • Bachelor’s or Master’s degree in MBA, management, business, accounting, finance, logistics, or a STEM discipline.
  • Minimum of 20 years relevant experience with the DoD, other government agency, or DoD contractor.
  • Minimum 3 years of SAP or SCI experience within the last 5 years.
  • Ability to travel up to 10% (CONUS).

Desired qualifications

  • Experience in all aspects of DoD acquisition program management—leadership, cost, schedule, performance, risk, program documents, technical requirements, and team management.
  • DoD Acquisition Program Office experience in a leadership position (Senior Program Manager, Branch/Division Chief, or Materiel Leader).
  • Experience with international acquisition programs, FMS, security cooperation, technology transfer, export control compliance, foreign disclosure processes, releasability assessments, or coalition interoperability international architectures.
  • Experience coordinating with U.S. Government international affairs organizations, partner nations, combatant commands, or defense agencies.
  • Defense Acquisition Workforce Improvement Act (DAWIA) Level II or III certification in Program Management.

Benefits

  • Medical, dental, and vision insurance
  • Robust vacation and sick leave benefits, and flexible work arrangements where permitted by role or contract
  • 401(k) plan that includes employer matching funds
  • Tuition reimbursement program
  • Life insurance and disability coverage
  • Optional coverages that can be purchased, including pet insurance, home and auto insurance, additional life and accident insurance, critical illness insurance, group legal, ID theft protection
  • Birth, adoption, parental leave benefits
  • Employee Assistance Plan
