Here’s the reformatted job posting in clean, semantic HTML:

About the role

Three-quarters of government evaluations are commissioned to improve implementation. Two-thirds are commissioned for accountability. They're not the same thing, and building a system that serves both turns out to be harder than it looks.

This role focuses on designing, refining, and operationalizing evaluation systems that balance these dual objectives—ensuring evaluations drive both better program execution and transparent accountability.

Responsibilities

  • Analyze existing government evaluation frameworks to identify gaps between implementation-focused and accountability-driven approaches.
  • Develop methodologies to integrate both objectives without compromising rigor or utility.
  • Collaborate with policymakers, program managers, and evaluators to pilot and refine hybrid evaluation systems.
  • Document best practices and create guidance for scaling dual-purpose evaluations across agencies.
  • Advise on data infrastructure needs to support real-time monitoring and retrospective assessment.

Requirements

  • Experience designing or conducting evaluations in government, nonprofit, or research settings.
  • Familiarity with both formative (implementation-focused) and summative (accountability-focused) evaluation methods.
  • Ability to translate technical evaluation concepts for non-expert stakeholders.
  • Strong analytical and problem-solving skills, with attention to trade-offs in system design.

Skills

  • Qualitative and quantitative research methods.
  • Stakeholder engagement and workshop facilitation.
  • Policy analysis and program design.
  • Technical writing and visualization (e.g., dashboards, reports).
