About the Project
The Federal Aviation Administration (FAA) is replacing the existing HVAC system at the Salt Lake City Air Route Surveillance Radar (ARSR) site in Morgan, Utah. The selected contractor will remove and dispose of two (2) existing HVAC units and associated ductwork, then furnish and install two (2) new 15-Ton air-conditioning units with ductwork, controls, and all related components. The FAA contemplates awarding a Firm Fixed Price contract with a projected performance period of approximately 30 calendar days.
Scope of Work
- Remove and dispose of two (2) existing HVAC units and associated ductwork.
- Provide and install two (2) new 15-Ton Carrier Omnizone 50 XCR HVAC units (or FAA-approved equal, e.g., York Johnson Controls DSV180A2E1DAA0A-D). All submitted units must be American-made.
- Install new ductwork, HVAC controls, and all associated components.
- Replace fifty (50) ceiling tiles (revised from original quantity of 25).
- Contractor must perform at least twenty-five (25) percent of the total work on-site using its own workforce; the Contracting Officer may reduce this percentage upon written request if it benefits the FAA.
Site Visit
An optional pre-bid site visit is scheduled for July 28, 2026 at 10:00 AM at Francis Peak Road, Salt Lake City (Morgan), UT 84050 (41°01'58.6"N 111°50'18.5"W). Advanced notice of attendance is required by July 24, 2026 at 3:00 PM EDT via email to Marc.Lemay@faa.gov and Suzanne.T-CTR.Huggins@faa.gov. The visit will be canceled if no notices are received by the deadline.
Requests for Information (RFI)
All RFIs must be submitted in writing via email to Marc.Lemay@faa.gov and Suzanne.T-CTR.Huggins@faa.gov no later than August 7, 2026 at 2:00 PM EDT. Telephone inquiries will not be accepted. Responses to RFIs will be posted as amendments to the solicitation; no verbal clarifications will be binding unless issued in writing by the Contracting Officer.
Proposal Requirements
- Proposals must include both a technical proposal and a cost proposal in accordance with Clause SA18 – Proposal Content (Section L, pages 57-58 of the solicitation).
- Proposals must be submitted electronically in Microsoft Word or PDF format (not zipped) to Marc.Lemay@faa.gov and Suzanne.T-CTR.Huggins@faa.gov by August 18, 2026 at 3:00 PM EDT.
- Late submissions, modifications, or withdrawals will not be considered.
- Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov to be eligible for award.
- Offerors must acknowledge all amendments (Section 19, page 2 of the solicitation) in their proposal.
Amendments
The following key amendments have been issued:
- Revision to Statement of Work: Added requirement for American-made HVAC units and updated ceiling tile quantity to 50.
- Added AMS Clause 3.2.2.3-41 (Performing Work) requiring 25% on-site work by the contractor’s own workforce.
- Extended RFI deadline to August 7, 2026 and proposal deadline to August 18, 2026.
- Clarified that no security bars are required for exterior penetrations.
