This SkillBridge Program position is designed for service members transitioning to civilian careers, providing hands-on experience during their final 6 months of service (up to 180 days). Participants receive military compensation and benefits while gaining civilian work experience.

This Program Cost and Schedule Control Analyst (Level 2) role is located on-site in San Diego, CA, with a hybrid telework schedule. The position interfaces with program managers, functional management, and cost account managers to provide financial and administrative support using Earned Value Management (EVM) principles.

Responsibilities

  • Support the development of budget baselines and maintain cost/schedule integration.
  • Prepare budgets, schedules, and estimates to complete (ETC) and estimates at completion (EAC).
  • Perform financial performance analyses and visibility reporting.
  • Assist in preparing and submitting monthly CDRLs (e.g., IPMR).
  • Support variance analysis reports and facilitate program monthly rhythm processes.
  • Incorporate baseline changes into EVM systems using tools like Microframe Project Manager (MPM), SAP, Business Warehouse (BW), wInsight, MS Excel, Project, and PowerPoint.
  • Establish Work Breakdown Structures (WBS) for budgeted cost of work scheduled.
  • Assess and maintain objective performance criteria, including maintenance and justification of estimates to complete.
  • Support internal and external reporting requirements for variance analysis.
  • Conduct budget baseline, funding analysis, cost risk analysis/assessment, and visibility reports.
  • Prepare government cost performance reports and review performance measurement variance analysis.

Requirements

  • Bachelor’s degree with 2 years of experience in Business Management, Accounting, Financial Analysis, or a related field OR a Master’s degree.
  • Active U.S. Government Secret clearance (with a background investigation within the past 6 years or enrolled in Continuous Evaluation).
  • Ability to obtain and maintain a Special Access Program (SAP) clearance within a reasonable timeframe.
  • Proficient in Microsoft Office (Excel and PowerPoint).
  • Must meet SkillBridge eligibility criteria:
    • Served at least 180 days on active duty.
    • Within 12 months of separation or retirement.
    • Will receive an honorable discharge.
    • Completed TAPS/TGPS.
    • Attended or participated in an ethics brief within the last 12 months.
    • Received written authorization from a Unit Commander (first O-4/Field Grade commander in chain of command) to participate in the SkillBridge Program prior to the start of the internship.

Preferred Qualifications

  • Understanding of Business Systems (SAP/Cobra).
  • Experience in Government Contracting with Earned Value Management (EVM).
  • Financial forecasting experience with EVMS or government cost reporting.

Skills

  • Ability to use financial systems and learn basic EVMS principles.
  • Hands-on cost performance reporting and analysis skills.
  • Develop and implement solutions of moderate scope and complexity.
  • Analyze variances/trends and develop new methods and process techniques.
  • Work under general supervision while completing assignments per schedule.
  • Strong interpersonal skills and ability to influence peers and internal customers.
  • Self-motivated with the ability to thrive in a fast-paced, high-energy environment.

Pay

Primary salary range: $75,800.00 – $113,800.00. The final offer considers factors such as scope and responsibilities of the position, candidate’s experience, education, skills, and current market conditions. Eligible employees may receive overtime, shift differential, and discretionary bonuses in addition to base pay. Annual bonuses reward individual contributions and company results. Vice President or Director positions may be eligible for Long Term Incentives.
