Site Safety Officer

Responsibilities

  • Monitor daily field activities to ensure compliance with NYS DOSH, OSHA, NYC DEP, and NYC DOT rules, including permit conditions, HASP requirements, and Maintenance & Protection of Traffic (MPT) plans.
  • Conduct and document routine site inspections; identify hazards; verify corrective actions; maintain digital inspection logs.
  • Ensure adherence to OSHA 29 CFR 1910/1926, NYS Industrial Code Rule 23, DEP site protocols, DOT traffic control standards, and project-specific safety requirements.
  • Implement controls to protect pedestrians, motorists, and the surrounding community; verify barricades, signage, and traffic devices meet DOT specifications.
  • Lead initial incident investigations, secure the scene, collect statements, prepare preliminary reports, and communicate findings within required timeframes.
  • Reinforce safe work practices, conduct toolbox talks, and support onboarding of new personnel.
  • Maintain accurate records including JHAs, permits, inspection forms, corrective action logs, and regulatory notifications.
  • Coverage with agencies such as NYC DEP, DOT inspectors, and other authorities during audits, walkthroughs, and compliance checks.
  • Verify subcontractor compliance with HASP, PPE requirements, and project safety standards.
  • Support emergency planning, drills, and response readiness.

Qualifications

  • Minimum 1–5 years of experience in construction, environmental, or utility-related safety.
  • Strong working knowledge of OSHA 1910/1926, NYS DOSH, NYC DEP safety protocols, and NYC DOT traffic control/MPT requirements.
  • Ability to interpret and enforce HASP, MPT, permit conditions, and site-specific safety plans.
  • Proficiency in digital inspection platforms and safety reporting tools.
  • Excellent communication, documentation, and field-coordination skills.
  • Ability to work across multiple active sites and respond rapidly to incidents or regulatory inquiries.

Preferred Qualifications

  • Candidates with nationally recognized safety credentials will be given priority consideration: ASP – Associate Safety Professional, CSP – Certified Safety Professional, GSP – Graduate Safety Practitioner, CHST – Construction Health & Safety Technician, OHST – Occupational Hygiene & Safety Technician, NYC DOB SST Supervisor Card.
  • Experience supporting DEP, DOT, or heavy civil/utility projects.

Physical & Work Environment Requirements

  • Ability to safely navigate active construction sites, including walking, standing, and climbing for extended periods as needed.
  • Work performed outdoors in varying weather conditions.
  • Travel between multiple borough-based sites as required.
