Description

The Service Worker performs a variety of unskilled and semi-skilled maintenance on the City’s water distribution system, storm water system, streets, parks, and cemeteries, including buildings and equipment. Responsibilities include sweeping and picking up rubbish and debris, excavating cemetery graves, installing footers, making minor repairs, and performing tasks such as leaf collection, mowing grass, trimming trees, and weed eating. They also assist in concrete repair and replacement, installing and repairing street signs, traffic lights, and potholes, and participating in snow removal and ice control. Additionally, they perform preventative maintenance on vehicles and equipment, attend meetings, and serve on committees as required.

Detailed Work Activities

  • Sweeps and/or shovels or picks up rubbish and debris from City streets, gutters, and sidewalks, cemeteries, parks, and other City facilities and properties.
  • Excavates cemetery graves, installs footers, and performs other general maintenance.
  • Assists in concrete repair and replacement of catch basin curbs, sidewalks, drive approaches, and manholes, ensuring compliance with policies and procedures.
  • Cleans and assists in televising storm sewers and main lines.
  • Makes concrete repairs and replacement of catch basin curbs, sidewalks, drive approaches, and manholes, ensuring compliance with policies and procedures.
  • Aids in repairing, servicing, and maintaining taps, mains, water lines, fire hydrants, and service boxes.
  • Reads water meters and records readings, collects and analyzes water samples from the distribution system, and shuts off service to delinquent accounts.
  • Installs, repairs, and maintains street signs and sign posts.
  • Performs minor repairs and replacements to traffic lights.
  • Repairs potholes.
  • Erects raised traffic bars, guardrails, and installs reflectors.
  • Participates in snow removal and ice control.
  • Assists in Utilities Division activities as assigned.
  • Performs preventative maintenance on vehicles and equipment.
  • Cleans and oils equipment and tools, informs supervisor of lost or missing, damaged, or unserviceable or otherwise unsafe vehicle, equipment or tool.
  • Attends meetings and serves on committees, as required.
  • Attends various meetings, seminars, and workshops.
  • Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
  • Demonstrates regular and predictable attendance; ability to get along with others; may be required to work extra hours, evening hours, overnight, weekends and/or holidays as necessary; when scheduled for on-call assignment, the Service Worker I must be available to return to work after normal work hours or on weekends and/or holidays when called to do so, to handle maintenance and/or safety issues that arise.

EQUIPMENT OPERATED

  • Computer, copier, fax, telephone, scanner, and other standard modern/business office equipment;
  • Cell phone;
  • Jet/Vac truck, main line sewer camera, sewer easement machine, jack hammer, back-hoe, dump truck, laser, sewer eel, concrete mixer, snow plow, weed eater, mower, pumps, concrete saw, fork lift, skid steer loader, front end loader, chain saw, circular saw, maintenance equipment and tools, light and heavy motorized equipment, shoring equipment, asphalt paver, generators, street sweeper and air compressor;
  • Shovels, rakes and other miscellaneous hand tools.

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS

  • Employee ascends and/or descends ladders, stairs, or scaffolds;
  • Has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.);
  • Works on and around powered platforms and/or vehicle mounted platforms (e.g., manlifts, fire trucks);
  • Is exposed to environmental conditions which may result in injury from fumes, odors, dusts, mists, gases, and/or poorly ventilated work areas;
  • Is exposed to possible injury from extremely noisy conditions above 85db (e.g., loud sirens, screaming people, building alarms, etc.);
  • Is exposed to possible injury from hazardous gases, chemicals, flammables, air contaminants, hazardous waste, unclean or unsanitary conditions, electrical shock;
  • Exposed to possible injury from radiation;
  • Exposed to possible injury from explosions;
  • Is exposed to possible injury as a result of falling from high places;
  • Works, first, second or third shift;
  • Is periodically exposed to blood and other bodily fluids, as well as other potentially infectious materials;
  • Uses eye and face protection for potential exposure to flying objects, respiratory protection for potential exposure to airborne contaminants, head protection for potential impacts of objects to the head, and occupational foot protection for potential impacts of objects to the feet;
  • Participants in medical and first aid activities;
  • Exerts 20 to 50 pounds of force occasionally, and/or 10 to 25 pounds of force frequently;
  • Occasionally lifts objects 50 pounds or less;
  • Occasionally carries objects 50 pounds or less;
  • Occasionally pushes objects 50 pounds or less;
  • Occasionally pulls objects 50 pounds or less.

Qualifications

  • Completion of secondary education or equivalent (high school diploma or GED); or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.
  • Must possess a valid Ohio driver’s license.
  • Must remain insurable under the City’s vehicle insurance policy.
  • Must maintain Class A CDL license.

Knowledge, Skills, and Abilities

  • Knowledge of: City goals and objectives; City policies and procedures; two-way radio operations; water distribution systems construction, maintenance, and repair; grounds maintenance and repair; English grammar and spelling.
  • Skills in: Mechanics; painting; motor vehicle operation; pipe fitting; use of bench and/or hand tools; use of mechanics’ tools and equipment.
  • Ability to: Carry out simple instructions; interpret a variety of instructions in written, oral, or picture form; deal with problems involving several variables within familiar context; add, subtract, multiply, and divide whole numbers; communicate effectively; respond to routine inquiries from public and/or officials; understand a variety of written and/or verbal communications; perform medium manual labor in often adverse conditions; ability to get along with others; develop and maintain effective working relationships; travel to and gain access to worksite.
