About the role

Northrop Grumman Defense Systems is seeking a Test Engineering Manager 2 for the Aerospace Vehicle Equipment Onboard Test Equipment (AVE-OBTE) team in Roy, UT, supporting the Sentinel (GBSD) program. The selected manager will oversee the initial and ongoing range certification of the Onboard Test Equipment (OBTE) system and facilitate Integration and Test activities.

Responsibilities

  • Perform tasks associated with Range Certification to RCC-319 and RCC-324 for OBTE components and systems.
  • Provide technical mentorship to a team of approximately 5 engineers.
  • Support schedule and cost planning in alignment with program EVMSS.
  • Synthesize customer contractual needs and requirements into verification plans and oversee technical verification plan execution.
  • Develop and direct preparation and execution of comprehensive test plans, procedures, and schedules for subsystem components.
  • Coordinate integrated testing activities with System Test Team counterparts and Range/System Safety personnel.
  • Support development of the program Integrated Test Plan (ITP) for the AVE segment.
  • Review and evaluate test requirements to ensure completeness of the test program and conformance to RCC-319/324.
  • Support development of the Master Measurand List (MML) to ensure instrumentation data is gathered throughout the EMD program.
  • Develop test solutions that acknowledge technical, schedule, and cost constraints.
  • Coordinate with Subject Matter Experts, Element Test teams, System Test teams, and other stakeholders to identify test objectives, requirements, and risks.
  • Support development of instrumentation requirements for Hardware in the Loop testing.
  • Identify test support requirements and coordinate with Design & Integration team for budget and personnel needs.
  • Oversee test activities in support of requirement verification and validation.
  • Conduct daily briefings and approve test start for each test event.
  • Approve Break of Configuration on the test floor.
  • Conduct tabletop reviews and dry run test procedures with the test team prior to execution.
  • Coordinate and conduct Technical and Safety Review Boards, and Test Readiness Reviews.
  • Support customer Test Plan Working Groups.
  • Prepare Test Planning Team charters.
  • Coordinate with Quality organization for test support.
  • Review and approve major test amendments.
  • Develop and communicate a clear vision for shaping, growing, and enabling the Launch Silo IPT to meet and exceed its obligations.
  • Build a high-performing team by partnering with Functional leadership to implement mentoring, succession, and development plans.
  • Develop and execute staffing plans that achieve financial and programmatic strategic goals.
  • Drive execution across a diverse, multidisciplinary team, meeting cost, schedule, and technical performance metrics.
  • Communicate progress, challenges, and plans with clarity and conciseness.

Requirements

  • Bachelor's Degree and 8 years of related experience, Master's Degree and 6 years of experience, or an additional 4 years of related experience in lieu of degree.
  • Active U.S. Government DoD Secret security clearance at time of application, with the ability to obtain and maintain Special Access Program (SAP) approval.
  • 1 year experience leading projects or cross-functional teams.
  • Experience leading engineering development of systems related to Onboard Test Equipment (Telemetry Systems, Instrumentation, Flight Termination Systems, Integration & Test, Range Safety Requirements (AF-MAN 91-710), Flight Testing).
  • Experience standing up a lab environment/Hardware in the Loop test bed.
  • Experience overseeing supplier execution of dynamic and thermal environmental testing.
  • Experience using DOORS Requirements Management Database.
  • Good organizational skills and ability to work with minimal direction.
  • Excellent verbal and written communication skills.

Preferred Qualifications

  • A current DoD Secret or Top Secret/SCI level security clearance, including a Single Scope Background Investigation, periodic reinvestigation, or an original adjudication date completed within the last 6 years.
  • 2 years of demonstrated experience in system integration and test principles and processes, including developing test plans and procedures.
  • Experience coordinating and leading integrated testing activities with multiple test teams.
  • Electrical component test development/test set development experience.
  • Flight Test Instrumentation design/development experience.
  • SCRUM Master experience.
  • Experience in RCC-319/324 and SMC-S-016 compliance and coordination with customer ranges.

Pay

Primary level salary range: $126,600.00 - $189,800.00. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.

Schedule

This position follows a 9/80 work schedule, allowing employees who work a nine-hour day Monday through Thursday to take every other Friday off.
