Senior Utility Advisor - Texas

Responsibilities

• Lead utility assessments and TMF evaluations to identify performance gaps and improvement opportunities
• Develop implementation roadmaps in collaboration with utility clients and project teams
• Advises on TCEQ compliance, EPA enforcement trends, and emerging water sector policy
• Manage technical assistance projects, including scope, schedule, and deliverables
• Serve as team lead, guiding day-to-day coordination and mentoring junior staff
• Contribute to technical reports, grant deliverables, and stakeholder communications

Qualifications

• Bachelor's degree in environmental science, civil or environmental engineering, or a related field
• 10+ years of experience in water or wastewater utility management, operations, or technical assistance in Texas
• Familiarity with TCEQ regulatory frameworks and enforcement pathways
• Experience with TWDB funding programs, including CWSRF and DWSRF
• Background as a utility director or senior operations leader preferred
• Experience with TMF assessments, asset management, or rate design a plus
• Existing relationships in the Houston-Galveston region utility community a plus
• PE license preferred

Pay

Salary range: $105,000–$155,000, commensurate with experience.
