Responsibilities
- Lead utility assessments and TMF evaluations to identify performance gaps and improvement opportunities
- Develop implementation roadmaps in collaboration with utility clients and project teams
- Advises on TCEQ compliance, EPA enforcement trends, and emerging water sector policy
- Manage technical assistance projects, including scope, schedule, and deliverables
- Serve as team lead, guiding day-to-day coordination and mentoring junior staff
- Contribute to technical reports, grant deliverables, and stakeholder communications
Qualifications
- Bachelor's degree in environmental science, civil or environmental engineering, or a related field
- 10+ years of experience in water or wastewater utility management, operations, or technical assistance in Texas
- Familiarity with TCEQ regulatory frameworks and enforcement pathways
- Experience with TWDB funding programs, including CWSRF and DWSRF
- Background as a utility director or senior operations leader preferred
- Experience with TMF assessments, asset management, or rate design a plus
- Existing relationships in the Houston-Galveston region utility community a plus
- PE license preferred
Pay
Salary range: $105,000–$155,000, commensurate with experience.
