We need to output HTML fragment with sections for headings: About the role, Responsibilities, Requirements (maybe Qualifications, Skills), Benefits, Pay, Schedule. We must include only sections with real specific content. The posting includes: Unmatched Comp Time Policy (overtime paid or banked as PTO). That's about compensation/time off. Also "At Horrocks, we believe..." is about company values. Then description of role. Then "What are the core responsibilities for the role?" followed by bullet list (actually lines). Then "Qualifications, Skills, And Competencies" with bullet list. Then "Preferred Qualifications" bullet list. Then "Why would a candidate want this job?" with benefits list. Also mention competitive base salary (but no specific number). Pay section: we have mention of competitive base salary but no specific amount; rule says do NOT create Pay/Schedule/Benefits sections unless posting actually states them. Benefits: they list benefits (medical, dental, vision, life, disability insurance, generous PTO, 401(k) match, professional development, paid professional org membership, licensure). That's specific enough to include Benefits section. Pay: they say competitive base salary but no number; that is vague; rule says do NOT create Pay section unless posting actually states them. "Competitive base salary" is not a specific number; but is it considered stating? The instruction: "never create Pay/Schedule/Benefits sections unless the posting actually states them." It says "states them" meaning actual content, not placeholder like "commensurate with experience". "Competitive base salary" is somewhat vague but still a statement about pay. However they also mention "Unmatched Comp Time Policy: Hours worked over 40 in a week are paid at the usual hourly rate or can be banked as additional PTO." That's about overtime compensation. Could be considered Pay? Might be better to include Pay section with that info? But they said "Pay" section for salary info. The comp time policy is about overtime pay; could be considered Pay. However they also have Benefits section. Schedule: no info about schedule (e.g., full-time, hours). Not present. So we omit Schedule.
We need headings: About the role, Responsibilities, Requirements (maybe Qualifications), Benefits. Possibly also "Preferred Qualifications" could be merged into Requirements? But we can keep Requirements as required qualifications, and maybe add a separate "Preferred Qualifications" section? The instruction: use headings for section headings (e.g. About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule). It lists Qualifications and Skills as possible headings. We could have Requirements (maybe combine Qualifications and Skills). But we have both required and preferred qualifications. Could do "Requirements" for required qualifications, and "Preferred Qualifications" as a separate heading? Not in the list but could be okay? The instruction says "use .
Requirements: includes "Qualifications, Skills, And Competencies" bullet list (required). Also "Preferred Qualifications" bullet list. We'll combine.
We need to preserve all substantive information; not omit any.
Let's list required qualifications:
- Bachelor’s degree in Urban Planning, Transportation Planning, Civil Engineering, or a related field (required)
- 15+ years of experience in transportation planning and/or multimodal project development
- Experience managing active transportation, trails, or multimodal projects
- Strong understanding of current national and local guidelines, particularly for bicycle and pedestrian facilities
- Proficiency in GIS and/or transportation planning and analysis tools
- Experience preparing and reviewing technical reports, studies, and planning documentation
- Strong written and verbal communication skills, including experience presenting to clients, stakeholders, and public audiences
- Ability to work across multiple phases of planning projects
- Self-motivated with strong organizational skills and attention to detail
- Ability to work independently and collaboratively in a team environment
Preferred qualifications:
- Experience with trail planning and design, including alignment development and user experience considerations
- Background in corridor planning, active transportation plans, or multimodal network development
- Experience working with state DOTs, MPOs, and/or local agencies
- Interest in innovative mobility solutions and emerging best practices in active transportation
- Experience supporting public involvement and stakeholder coordination
- Experience mentoring junior staff
We could mark preferred with "(Preferred)" or note.
Benefits: list:
- Competitive base salary (but we said not to create Pay section; but we can include as part of Benefits? It's about compensation; but we already have Benefits section; we can include "competitive base salary" as a bullet, though it's vague. However rule: never create Pay/Schedule/Benefits sections unless posting actually states them. Benefits section is allowed because they state benefits. Including competitive base salary is okay as it's a statement about pay, but we are not making a separate Pay section. It's fine.
- Award-winning benefits (general)
- Medical, dental, vision, life, and disability insurance
- Generous paid time off
- 401(k): 50% match of contribution up to 6%
- Professional development opportunities including in-house training
- Paid professional organization membership and professional licensure
- Unmatched Comp Time Policy: Hours worked over 40 in a week are paid at the usual hourly rate or can be banked as additional PTO.
We should also include "At Horrocks, you can expect a competitive base salary and award-winning benefits." That's the intro.
Now we need to strip boilerplate: EEO, equal opportunity, application instructions, website, accommodation request, etc. Remove those.
Now produce HTML:
for section headings (e.g. About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule)." It gives examples but not exhaustive; we can add other headings if needed, but better to stick to those. We could put all qualifications under "Requirements" and maybe note preferred within that. Or we could have "Qualifications" for required and "Skills" for skills list. But the posting lumps qualifications, skills, competencies together. Could split: "Qualifications" for education/experience, "Skills" for technical skills. However we need to avoid thin sections. Better to have one "Requirements" section covering required qualifications, skills, competencies. Then maybe a separate "Preferred Qualifications" section if we want to keep that info; but it's not in the example list but could be okay. However instruction: "Prefer a few substantive sections over many thin ones." So maybe combine required and preferred into one "Requirements" section, with sub-bullets marking preferred. But we must preserve all substantive information; we can note which are preferred. Thus sections: About the role (company values and role description), Responsibilities, Requirements (including required qualifications, skills, competencies, and preferred qualifications), Benefits. Also maybe include "Comp Time Policy" under About the role or Responsibilities? It's a policy about overtime; could be part of Benefits? It's about compensation/time off. Could be part of Benefits (PTO). But we already have Benefits section; we could incorporate comp time policy there as a bullet. However Benefits section currently lists medical etc. We could add comp time policy as another bullet. But we must not invent sections. We'll include About the role, Responsibilities, Requirements, Benefits. Now we need to extract content. About the role: "At Horrocks, we believe the best work comes from a company that values people as our greatest resource and recognizes our responsibility to the communities where we live and work. We are seeking a Senior Transportation Planner with experience in transportation planning to support and help lead active transportation, trail, and multimodal projects across Utah and the Intermountain West. This role is ideal for a planner who enjoys both technical and planning-level work, and who is passionate about improving mobility, connectivity, and quality of life through trails, shared-use paths, and complete streets." Also maybe include the comp time policy? It's separate bullet earlier: "Unmatched Comp Time Policy: Hours worked over 40 in a week are paid at the usual hourly rate or can be banked as additional PTO." This is about compensation/time off; could be placed in Benefits or About the role. I'd put it in Benefits as it's a benefit/policy. Responsibilities: list of bullet points after "What are the core responsibilities for the role?" Each line starts with a verb. We'll put each as
