Senior Transmission Services Specialist

The Transmission team is seeking a qualified Senior Transmission Services Specialist to join our Open Access Transmission Tariff (OATT) Administration team.

About the Role

In this senior-level position, you will oversee all phases of transmission and generator interconnection requests in alignment with PSE's OATT, handling moderately complex customer applications to meet regulatory deadlines and ensure compliance. You will provide leadership in researching, planning, developing, and implementing PSE's Federal Energy Regulatory Commission (FERC) transmission and OATT compliance programs. This role combines deep regulatory expertise with leadership responsibilities, including mentoring teammates, developing training programs, and analyzing federal regulatory policy to provide strategic advice to internal departments.

You will monitor and interpret applicable regulations, orders, and rules to provide input into federal and state rulemaking proceedings. Working with management, you will develop complete and executable plans while communicating complex regulatory proposals across the organization and aligning them with company objectives. Your advanced problem-solving skills will support internal and external audits, implement corrective solutions, and manage multiple high-priority projects simultaneously.

Responsibilities

• Process FERC transmission and generator interconnection customer requests for service per PSE’s OATT and FERC regulations.
• Manage transmission and interconnection requests from contract negotiation through execution.
• Respond to customer inquiries and coordinate work with multiple internal departments and outside affected entities.
• Train and mentor members of the Transmission Services OATT Administration team.
• Research and remain current on federal, state, and other statutes, regulations, and orders.
• Implement PSE’s FERC transmission and Open Access Transmission Tariff compliance program to ensure work is performed in compliance with all regulatory requirements.
• Develop training programs to ensure employees are knowledgeable regarding regulatory compliance issues and conduct necessary training.
• Coordinate with compliance personnel to meet FERC and OATT standards and timelines in other departments.
• Interact with internal and external auditors to provide support and address audit concerns; implement responsive and corrective solutions.
• Provide input into federal and state rulemaking proceedings.
• Work cooperatively across the organization to communicate pending or upcoming regulatory proposals and align them with company objectives.
• Develop complete and executable plans.
• Support assessments of the effectiveness of compliance controls.
• Formulate sound control processes for managing potential risks and exposures, and proactively identify and drive improvements to make team processes more efficient and effective.
• Provide support for the department’s website.
• Perform other duties as assigned.

Requirements

• Bachelor’s degree in business, accounting, finance, economics, or engineering, or an equivalent combination of education and relevant experience.
• Five (5) years of relevant work experience, preferably in the energy industry as an analyst, engineer, or compliance specialist.
• Strong written and verbal communication skills.

• Demonstrated complex problem-solving skills.

• Understanding of utility operations, policy issues, and FERC regulations.
• Thorough understanding of FERC transmission and generator interconnection procedures.
• Proficiency in Microsoft Office Excel, Word, PowerPoint, and Access or other database applications.
• Demonstrated ability to manage multiple high-priority projects simultaneously while maintaining attention to detail and meeting critical deadlines.

Qualifications

• CPA, MBA, JD, PE, PMP, or experience in utility operations, project management, wholesale power markets, or compliance.
• Thorough understanding of FERC transmission orders and OATT compliance regulations.
• Proficiency with advanced process and project management tools, such as Microsoft Office Project and PowerAutomate.
• Experience using Artificial Intelligence in a business environment.

Pay

The pay range for this position is $94,300.00 - $156,900.00.
