Senior Technical Advisor – Technology-Enabled Counterterrorism Investigations (Consultant)
About the role
The Senior Technical Advisor (STA) will provide short-term technical assistance under a U.S. Department of State Bureau of Counterterrorism (DOS/CT) program.
Responsibilities
- Deliver instructor-led training, workshops, and mentoring to partner nation investigators, cybercrime units, intelligence personnel, and prosecutors.
- Advise counterparts on technology-enabled counterterrorism and counter radicalization investigations involving gaming platforms, social media, encrypted communications, and online extremist networks.
- Provide technical guidance on digital evidence collection, preservation, chain of custody, and case development.
- Mentor investigators on OSINT, social media exploitation, network analysis, and intelligence-led investigations.
- Support the operational application of AI-enabled analytical tools, threat intelligence platforms, and digital analytics to strengthen investigative capabilities.
- Assist in developing investigative SOPs, training materials, tabletop exercises, and practical job aids.
- Support the establishment of multi-agency investigative coordination mechanisms and facilitate investigator-prosecutor collaboration.
- Contribute to technical assessments, after-action reviews, and recommendations for institutional strengthening.
Requirements
Former senior investigator, intelligence officer, or prosecutor from the FBI, DHS Homeland Security Investigations (HSI), DOJ, Europol, INTERPOL, UK Counter Terrorism Policing, Australian Federal Police, RCMP, or an equivalent organization.
Experience supporting U.S. Government-funded counterterrorism, rule-of-law, or law enforcement assistance programs.
Experience applying AI-enabled analytical tools, behavioral analytics, network analysis, or digital intelligence platforms to operational investigations.
Experience working in fragile or conflict-affected environments and mentoring senior government counterparts.
Qualifications
Master’s degree in a relevant field such as criminal justice, computer science, cybersecurity, or a related discipline.
At least 5 years of relevant work experience in counterterrorism, law enforcement, or intelligence.
Strong understanding of digital forensics, cybercrime, and investigative techniques.
Excellent communication and interpersonal skills, including the ability to mentor and train senior government officials.
Fluency in English and proficiency in a second language preferred.

Ability to develop and deliver training materials and conduct workshops.
Strong organizational and project management skills.
Experience with international travel and working in diverse cultural settings.
