About the role

The Lead Contractor Special Access Program (SAP) Security Officer (CSSO) role supports Special Access Programs (SAP) within the Global Security Services (GSS) Special Programs Security department. This role involves overseeing a team of security professionals, ensuring compliance with government policies, and providing security oversight to subcontractors and suppliers.

Responsibilities

  • Administering security procedures IAW with applicable government policies (e.g., 32 CFR Part 117 NISPOM, DoDM 5205.07, ICD 705, and JSIG).
  • Scheduling, coaching, training, and evaluating performance of a small team of security professionals.
  • Setting schedules, tasks, and priorities for the Security team.
  • Collaborating with, receiving direction from, and reporting relevant program Security status to Security Manager(s).
  • Evaluating Security staffing and material resource needs to develop proposals.
  • Partnering with personnel across functional organizations in support of business objectives.
  • Developing, preparing, and implementing program specific Standard Operating Procedures (SOP), Operations Security (OPSEC) Plans, transportation plans, test plans, and equivalent approvals.
  • Conducting and/or participating in internal reviews and/or Government compliance inspections.
  • Maintaining and/or facilitating accreditation of secure facilities IAW ICD 705 standards.
  • Implementing media control and material accountability processes IAW applicable government policies.
  • Providing security oversight and management to subcontractors and suppliers via the DD Form 254 or other contractual methods.
  • Providing security oversight, education, and support to program leadership and employees.
  • Overseeing and/or processing and uploading Personnel Security (PERSEC) records and forms into government databases.
  • Create and present Security Education, Awareness, and training (SETA) materials, program indoctrination briefings, and security status updates to program leaders, employees, and customers.
  • Note: The Lead CSSO will be the primary representative and speaker for program security matters at meetings.
  • Oversee/execute Visitor Management and escort procedures.
  • Support the testing, shipment, and storage of classified materials.
  • Investigate security incidents (e.g., infractions and violations) and prepare reports specifying the potential for loss or compromise and the associated risk to the program.

Qualifications

  • A University Degree or equivalent experience and minimum 5 years prior relevant experience, or an Advanced Degree in a related field and minimum 3 years’ experience.
  • Experience with any of the following: 32 CFR Part 117 NISPOM, DoDM 5205.07, DoDM 5200.1 series, 5105.21 series, Security Executive Agent Directive (SEAD) 3, SEAD 4, or ICD 705.
  • Experience managing and supervising teams and small projects.
  • Understanding of 32 CFR Part 117 NISPOM and DoDM 5205.07.
  • National Security experience preferred.
  • Related training with Defense Counterintelligence and Security Agency (DCSA), Center for Development of Security Excellence (CDSE) including, Security Fundamentals Professional Certification (SFPC).
