Responsibilities
- Analyze Navy Surface Ship Class (CRUDES and AMPHIB) requirements, including manning, training, maintenance, equipping, and life-cycle sustainment of hull and systems.
- Review CNO and OPNAV strategic guidance, maritime strategy, and Fleet/Joint Doctrines; recommend revisions to programs and processes to improve operational readiness.
- Analyze metrics within the PESTONI (Personnel, Equipment, Supply, Training, Ordnance, Infrastructure/Networks) pillars of analysis.
- Review, assess, and validate Surface Warfare requirements, budget, and execution within the Department of Defense Planning, Programming, Budget, and Execution (PPBE) processes, including development of Flag-level requirement identification/validation, budget documents, and operational/financial risk assessments.
- Apply deep understanding of Secretary of the Navy and Surface Force business practices, data sources, data gaps, analytic capabilities, and predictive modeling to develop alternative courses of action for decision-makers.
- Produce executive-level analytical summaries, data visualizations, and quantitative reports for senior leadership.
- Utilize data visualization platforms (e.g., Tableau, Power BI) and interpret machine learning or AI-driven analytical outputs.
Requirements
- Experience in the United States Navy as a post-Major Command Commander afloat or equivalent.
- Significant experience in United States Navy (or Department of Defense) major staffs (Echelon 2 or above).
- Recent (within last five years) experience in the areas of Navy Surface Ship Class requirements, CNO/OPNAV strategic guidance, and Surface Warfare requirements/budget execution.
- Proficiency in Microsoft Office applications, data analysis, and development of viable alternative courses of action.
- Master's degree (or higher) from an accredited college or university.
- Secret security clearance required.
