SENIOR STAFF ANALYST, COMMISSION SERVICES

Responsibilities
- Conducts complex studies, research analysis, and investigations affecting commission, committee, and office directives, objectives, policies, and planning activities.
- Performs complex needs assessment studies and develops recommendations for comprehensive planning, priority setting, and resource allocation.
- Establishes systems and methods for data collection, research design, and statistical record-keeping related to assigned study areas.
- Compiles, analyzes, evaluates, and prepares data for commission, committee, and office directives; develops recommendations based on findings.
- Collects field data for planning and evaluation studies; maintains and updates statistical records for trend analysis.
- Provides information and recommendations to commission members, executive directors, Board of Supervisors, County departments, and other agencies based on research findings.
- Produces reports and delivers oral presentations to commissions, committees, community groups, and other agencies to explain study results and findings.
- Coordinates with professionals to exchange information and resolve technical issues related to planning and evaluation activities.
- Schedules meetings and coordinates activities with commission/committee members and inter-agency representatives.
- Implements and monitors grant-funded programs, including fiscal management, operations, evaluations, and administration.
- Attends commission, committee, and workgroup meetings; participates in discussions and formulation of recommendations to the Board of Supervisors.
- Assists in preparing commission/committee meetings and conferences by designing presentations, including statistical graphs and tables.
- Provides technical guidance to journey-level planning analysts on studies, research, and investigations.
- Leads highly complex, specialized assignments and research studies with Countywide impact and high sensitivity.
- Engages community members, advocacy groups, and/or youths in support of key priority areas.
Requirements
Option I: Four years of highly responsible staff experience analyzing and making recommendations for organizational, program, systems, legislative, budget, personnel, or research and planning problems at the level of the Los Angeles County class of Administrative Assistant III.
Option II: One year of experience conducting studies, analyses, and research activities for commissions or committees within the Executive Office of the Board of Supervisors and providing professional/technical guidance to commission or committee members at the level of the Los Angeles County class of Staff Analyst, Commission Services.
Highly responsible staff capacity is defined as senior-level experience with extensive knowledge of program-related areas, processes, and procedures. Experience does not need to match the exact job title but must demonstrate a similar level of responsibility.
Qualifications
- Physical Class 2 – Light: Involves administrative/clerical duties with occasional light lifting (up to 10 pounds), bending, stooping, or squatting. Considerable ambulation may be required.
- A valid California Class "C" Driver License or ability to use alternative transportation for job-related functions.
Desirable Qualifications
- A bachelor’s degree or higher in Public Policy, Sociology, Political Science, Criminal Justice, or a closely related field.
- Experience conducting in-depth research using diverse methodologies (e.g., legal/policy reviews, literature reviews, data/comparative analysis) to develop actionable recommendations for complex organizational or policy challenges.
- Experience delivering oral presentations to discuss research/project outcomes, statistical summaries, and conclusions.
- Experience authoring research reports, white papers, or other sophisticated written products synthesizing complex findings for commissioners, executive leadership, or other organizations.
- Experience in meeting planning, scheduling, coordination, and task management while collaborating with Board Offices, commissions, advisory councils, community/advocacy groups, or various departments/agencies.
