About the role

The Trade Compliance Senior Specialist will prepare agreements and export/import shipment documentation in accordance with federal regulations to support international business initiatives, including employment of foreign persons, manufacturing abroad, and sourcing relationships with foreign entities. This role interprets governmental responses, provides guidance to stakeholders, and maintains relations with government licensing authorities to ensure the company's compliance position is conveyed and accepted.

Responsibilities

  • Act as the Empowered Official (EO), ensuring compliant execution of the export program at the division level (Amityville, NY).
  • Maintain, improve, and follow internal export/import compliance policies and procedures.
  • Apply for and manage Department of State (DoS) and Department of Commerce (DoC) authorizations as required.
  • Oversee division employee international travel and foreign visitors.
  • Collaborate with internal and external service providers, freight forwarders, and customs brokers.
  • Provide strategic export/import guidance to stakeholders (e.g., business development, program management, contracts).
  • Attend Global Trade University and other third-party export/import training seminars.
  • Ensure full compliance for export transactions, including valuation, jurisdiction/classification, harmonized tariff classification, country of origin, export license determination, documentation, and record retention.
  • Prepare import shipping documentation to ensure compliance with Customs and Border Protection (CBP) and Participating Government Agencies (PGA), including valuation, harmonized tariff classification, country of origin, antidumping, duty assessment, and incoterms.
  • Assign Harmonized Tariff Schedule (HTS)/Schedule B classifications to support export/import shipments.
  • Maintain import records and shipment logs in accordance with CBP regulations (19 CFR 163) and L3Harris policies.
  • Monitor and support compliance with FDA regulations for imports, Temporary Import under Bond shipments, ATA Carnets, and other regulatory requirements.
  • Ensure all requirements are met prior to using ITAR exemptions or EAR exceptions, including recordkeeping and reporting.
  • Conduct restricted party screening for all export/import transactions (customers, freight forwarders, suppliers, etc.) and resolve red flags.
  • Verify jurisdiction/classification of items to determine if they fall under ITAR and/or EAR.
  • Remain current with L3Harris policies and U.S. Government export/import laws and regulations.
  • Work cooperatively across functional areas to ensure compliance with all U.S. export laws, rules, and regulations.
  • Understand criminal liability, civil liability, and administrative penalties for violating U.S. or foreign government export/import laws.
  • Provide training to stakeholders on trade, export, and import compliance, and monitor training effectiveness.
  • Conduct periodic self-audits and implement corrective actions as required.
  • Assist the Global Trade Group with investigations of non-compliance with export/import laws and regulations.
  • Oversee preparation for and response to trade compliance audits conducted by corporate Global Trade Group and external auditors.

Requirements

  • Bachelor’s degree and minimum 6 years of prior relevant experience in import/export compliance, with emphasis on international shipping and receiving.
  • Graduate degree and a minimum of 4 years of prior related experience may substitute for a bachelor’s degree.
  • In lieu of a degree, a minimum of 10 years of prior related experience is required.
  • Ability to travel up to 20%.
  • Ability to obtain a security clearance.

Preferred Skills

  • Extensive knowledge of ITAR, EAR, Foreign Trade Regulations (FTR), Office of Foreign Assets Control (OFAC), U.S. Customs regulations, and other participating government agencies (e.g., FDA, FCC, ATF).
  • Experience working with freight forwarders and customs brokers.
  • Proficiency in Microsoft Office.
  • Strong organizational skills with the ability to handle multiple and changing priorities.
  • Ability to perform data mining and ad hoc reporting.
  • Basic understanding of Incoterms and global logistics.
  • Proven ability to build and maintain effective internal and external customer relationships.

Pay

The salary range for this role is $84,000 - $156,000 in California, Massachusetts, New Jersey, Washington, the Greater D.C. area, Denver, or NYC areas. The range is $73,000 - $135,000 in Colorado, Hawaii, Illinois, Maine, Maryland, Minnesota, New York state, Cleveland (OH), Vermont, and Virginia. Final offer amounts may vary based on experience and geographic location.
