About the Role

The NYC Department of Finance (DOF) administers the city’s tax revenue laws to ensure fairness, efficiency, and transparency while providing exceptional customer service. The Treasury and Payment Services Division oversees all City payment websites, payment processing for tax returns, property recording forms, parking violation programs, and the collection of delinquent accounts. It also manages the City’s cash balances and banking relationships, as well as collecting outstanding violations adjudicated by the Environmental Control Board.

The Payments, Billing, and Refunds Unit processes payments for property taxes, business and excise taxes, and parking violations. It communicates amounts due, maintains departmental records, and provides customer service for payment and refund inquiries. The Refunds Unit specifically processes refunds for property taxes, business and excise taxes, 1127 taxes, and parking summons violations. It also handles account adjustments, credit card chargebacks, REAP cases, public refund inquiries, annual disbursements for Business Improvement Districts (BIDs), and bank reconciliations for five refund accounts.

Responsibilities

  • Process and approve property and/or parking refund requests submitted via mail and electronically.
  • Research requests from individuals and financial institutions regarding misapplied or incorrectly posted payments.
  • Review credit card and chargeback disputes.
  • Process account and tax adjustments.
  • Conduct testing for the Property Tax System (PTS) as requested by the Unit's PTS Senior Project Manager.
  • Respond to customer service inquiries for both 311 and CRM.
  • Research cases from the Office of the Taxpayer Advocate (OTA).
  • Handle special projects as requested by management.

Requirements

A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or

An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience, including one year of the administrative supervisory experience described above; or

A four-year high school diploma or its educational equivalent and five years of satisfactory full-time progressively responsible clerical/administrative experience, including one year of the administrative supervisory experience described above.

Education and/or experience equivalent to the above may be considered, but all candidates must possess the one year of administrative or supervisory experience described. Education above the high school level may substitute for general clerical/administrative experience (but not the one year of administrative or supervisory experience) at a rate of 30 semester credits for 6 months of experience, up to a maximum of 3½ years.

Preferred Skills

  • Excellent verbal and written communication skills.
  • Strong research and analytical skills.
  • Demonstrated ability to work independently and multitask.
  • Proficiency in Microsoft Word, Excel, and Outlook.
  • Experience with PTS and STARS is a plus.

Pay

$61,656.00 – $70,904.00
