*Senior Recruitment Coordinator - Human Resources Section
We are seeking an experienced and detail-oriented Human Resources professional to join the Oregon Department of Justice (DOJ) Human Resources team as a Senior Recruitment Coordinator. The Human Resources office within the Administrative Services Division is committed to providing dependable, high-quality support services to all DOJ employees, and this role is an essential part of that mission.

As a Senior Recruitment Coordinator, you will consult and collaborate with management in the recruitment and selection process for high-level roles within the agency. This role manages high-level recruitment programs, facilitates attorney recruitment, and works with managers across the agency to bring on top talent. The Human Resources Section and the Administrative Services Division are streamlining and enhancing processes using lean practices to increase efficiency, consistency, and collaboration. Responsibilities
- Manage high-level recruitment programs and facilitate agency-wide hiring processes, including attorney and law clerk recruitment.
- Consult with managers regarding recruitment strategies, selection methods, and hiring best practices.
- Serve as a subject-matter expert on developing job announcements, designing interview materials, and supporting equitable, compliant hiring practices.
- Lead and manage the DOJ Law Clerk Program, advising managers on timelines, expectations, and procedures; evaluate requests for additional law clerks; monitor appointments for compliance; and determine appropriate salary adjustments based on policy and budget.
- Oversee attorney recruitment as the primary recruitment authority, including advising on compensation, communicating salary information aligned with pay equity requirements, conducting market research, maintaining recruitment strategy data, and representing DOJ at job fairs and law schools.
- Independently screen applications for minimum qualifications, evaluate veterans’ preference eligibility, counsel applicants when necessary, and recommend training/experience equivalencies and supplemental assessments for hiring managers.
- Provide consultation to managers and employees on policies, labor contracts, personnel laws, and sound management practices.
- Support supervisors in establishing and communicating performance expectations.
- Interpret and apply labor contracts, state and DOJ policies, federal/state employment laws, and recruitment/hiring regulations.
- Work with managers to develop comprehensive recruitment plans for a wide variety of job types (executive, professional, technical, administrative), recommending tailored outreach strategies.
- Create measurable supplementary questions, screening tools, and applicant rating criteria for job postings to ensure transparent, consistent, legally compliant hiring processes.
- Provide guidance and support to hiring managers throughout the recruitment and selection process.
- Train and orient managers, approvers, and support staff on Workday recruitment processes—from requisition to hire—through both individual and group instruction.
- Plan, develop, and maintain recruitment-related training materials and intranet resources.
- Represent DOJ at statewide recruitment manager meetings, job fairs, and outreach events.
- Participate in special projects and other duties as assigned.
Qualifications
- A bachelor's degree in Human Resource Management, Organizational Behavior, Organizational Development, Business, or Public Administration, the applied Behavioral Sciences, Industrial Relations, or a job-related course of study and two years of Human Resource professional-level experience related to the position.
- Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and three years of Human Resource professional-level experience related to the position.
- Five years of Human Resource experience related to the position, with three of those years at the professional level. A master's degree in any of the above-listed courses of study may substitute for one year of professional-level experience.
- State Certified Human Resources Professional (SCHRP) certification substitutes for six months of human resource professional-level experience.
- Valid SHRM or HRCI Certified Professional certification substitutes for one year of human resource professional-level experience.
- Must have a valid driver’s license and pass reference and background checks.
Skills
- Extensive knowledge of current collective bargaining agreement provisions and human resources-related laws, rules, regulations, policies, and procedures, including new statutory and regulatory requirements affecting recruitment and filling of vacancies.

- Ability to make decisions within established laws, rules, policies, and procedures.
- Demonstrated strong written and verbal communication skills.
- Must be LEDS certified or able to obtain certification within the first 6 months.

- Experience executing full-cycle recruitments for a variety of classifications within a government agency.
- Experience planning, managing, and executing special-cause recruitment programs.
- Experience providing consultative guidance to hiring managers on recruitment strategy and selection methods.
- Experience utilizing Workday to facilitate recruitment activities.
- Experience providing administrative or process-related support in a human resource setting.
- Experience facilitating difficult conversations.
- Experience applying critical thinking and analysis skills in new and unique situations.
- HR experience in a unionized environment.
- Demonstrated ability to clearly and logically express concepts, ideas, and conclusions on a variety of personnel-related topics, both orally and in writing.
- LEDS (Law Enforcement Data System) certification is a plus.

Pay
$5,643 - $8,299 per month.
