Senior Proposal Manager with Security Clearance
About the role
Develop and manage integrated proposal schedules, enforce deadlines, and coordinate cross-functional teams across Capture, Business Development, Pricing, Recruiting, Contracts, and Leadership.
Create and manage compliant proposal outlines, templates, and compliance matrices aligned to RFP Sections L and M, leveraging AI tools where appropriate to improve speed and accuracy.
Lead proposal compliance strategy and reviews, ensuring adherence to Sections L and M, FAR/DFARS, agency-specific requirements, and solicitation instructions; ensure all content is fully traceable to requirements.
Collaborate with stakeholders to develop win strategies, discriminators, and key messaging, and ensure consistent integration across all proposal volumes.
Write, edit, and refine proposal content, including management approaches, staffing plans, and past performance narratives, incorporating AI-assisted drafting and editing while ensuring accuracy, compliance, and alignment to evaluation criteria.
Plan and facilitate structured color team reviews (Pink, Red, Gold), ensuring feedback is actionable, tracked, and incorporated efficiently.
Support the maintenance of proposal infrastructure including compliance matrices, trackers, repositories, and document management systems, incorporating AI-enabled tools and automation where appropriate.
Ensure proposals are customer-focused, benefits-driven, and aligned to evaluation criteria and scoring methodology.
Monitor updates to FAR/DFARS and agency procurement guidance and advise teams on compliance implications and risk areas.
Contribute to and maintain content libraries and reusable assets, including development of AI-supported content and prompt libraries.
Support development of oral presentations, discussions, and Q&A/EN responses, ensuring alignment with proposal messaging and compliance requirements.
Drive the use of graphics and visuals to improve clarity, compliance traceability, and evaluator comprehension.
Lead post-submission activities, including debriefs and lessons learned.
Incorporate lessons learned into templates, compliance approaches, processes, and future proposals as required.
Leverage AI tools and large language models to enhance proposal development, including compliance analysis, content generation, summarization, and quality review, while ensuring proper validation and governance of outputs.
Stay current on emerging AI tools, trends, and best practices within federal proposal development.
Champion DDC's high-performance culture, operational standards, and continuous improvement mindset.

- Years of Experience: Eight (8) or more years of federal proposal management experience, preferably in a shared services or multi-entity environment.
- Education Level: Bachelor's degree in Business, Communications, English, or a related field.
- Applicants must be authorized to work in the United States without the need for current or future visa sponsorship.
- Selected candidate must reside in Eastern Time Zone.
- Certification Requirements: Shipley, APMP, or equivalent certification preferred.
- Deep knowledge of the federal procurement lifecycle, including FAR/DFARS, Sections L and M, and agency-specific acquisition practices.
- Proven ability to manage multiple complex proposals simultaneously in deadline-driven environments.
- Exceptional writing, editing, and document management skills, with the ability to ensure compliance, clarity, and alignment to evaluation criteria.
- Experience using AI tools or large language models (e.g., ChatGPT, Claude, or proposal-specific platforms) to support proposal workflows such as compliance matrices, drafting, editing, or summarization.
- Demonstrated ability to apply AI to practical proposal processes while maintaining accuracy, compliance, and quality standards.
- Proficiency with Microsoft Office Suite, Adobe Acrobat, Microsoft Teams, SharePoint, and proposal tools.
