Senior Proposal Manager
Key Responsibilities
- Lead the development of complex, strategic written and oral proposals in response to federal Requests for Proposals (RFPs).
- Develop and manage proposal plans, compliance matrices, schedules, win themes, and strategies aligned with solicitation requirements and business objectives.
- Ensure full compliance and timely delivery of all proposal volumes, including technical, management, and cost submissions.
- Oversee the proposal lifecycle from pre-proposal planning through submission and post-submission activities.
- Oversee and write key sections of proposals such as management, staffing, transition, and past performance.
- Incorporate and address, as applicable, proposal amendments, Q&A responses, and clarifications.
- Partner with capture managers, subject matter experts, pricing teams, graphic designers, and senior leadership to ensure alignment and high-quality deliverables.
- Facilitate proposal kickoffs, structured reviews (e.g., color team reviews), and iterative content development.
- Provide guidance and coaching to contributors to enhance clarity, persuasiveness, and effectiveness of proposal content and presentations.
- Lead proposal-related meetings and ensure effective coordination across all stakeholders.
- Maintain proposal documentation, artifacts, and Standard Operating Procedures within collaboration platforms such as Google Drive, SharePoint, and Microsoft Teams.
- Conduct post-submission debriefs and capture lessons learned to improve future proposal performance.
- Serve as a subject matter expert on proposal best practices, tools, and methodologies.
- Contribute to the continuous enhancement of proposal processes, standards, and organizational capabilities.
Required Qualifications
- Candidate must be a United States Citizen and present proof of Citizenship, if selected.
- Bachelor’s degree in Business, Communications, or a related technical field.
- Minimum of 10 years of experience managing Federal Acquisition Regulation (FAR)-based federal proposals.
- Demonstrated success leading proposals with a value exceeding $100 million for a single award or supporting large IDIQs with multiple task order proposals.
- Exceptional written and verbal communication skills.
- Strong organizational, analytical, and time-management abilities.
- Proficiency in Microsoft Office Suite, Adobe tools, and proposal management software.
Preferred Qualifications
- Experience supporting video proposals, live oral presentations, and/or demonstration-based submissions.
- Professional certifications in proposal management and/or project management.
- Experience within a related industry or with complex, technical proposals.
- Familiarity with federal government contracting processes and environments.
- Proven track record of contributing to successful, competitive proposal wins.
Compensation
The salary range for this position is $145,000 - $170,000 and will be commensurate with experience. No recruitment agencies, please.
