Senior Proposal Manager

About the Role

As a Senior Proposal Manager, you will lead the development of compelling proposals to secure impactful projects. You will manage multiple project pursuits, oversee document collection and organization, and collaborate with industry experts to enhance our competitive edge.

Responsibilities

• Oversee the collection and creation of project proposals, ensuring all required items are included before submission deadlines.
• Coordinate and track the collection of forms, information, and data for each pursuit, meeting deadlines and Owner’s requests.
• Support pursuit strategy through meetings with internal clients, including business development and pre-construction teams.
• Act as a resource for Division Proposal leadership to provide qualifications and information across divisions.
• Develop and manage proposal schedules within pursuit and submittal deadlines.
• Lead proposal strategy sessions and associated workshops.
• Create and manage compliance matrices, assigning tasks to the proposal team for technical documentation.
• Develop and implement Proposal Work Plans to meet RFP requirements and evaluation criteria.
• Assemble proposal documents in various formats, ensuring all criteria are met before submission.
• Review, edit, and standardize proposal content for grammar, spelling, comprehension, and style.
• Manage layout, design, and document feel to ensure a marketing-quality product.
• Coordinate surety and bonding information and signature documents with the pursuit Lead Estimator.
• Collaborate with Joint Venture partners and subcontractors to obtain necessary proposal information.
• Train and mentor proposal team staff on processes, style guides, and internal forms.
• Oversee Division Award Efforts.
• Compile technical writing and support documentation based on interviews and input from subject matter experts.

Qualifications

• Bachelor’s Degree in English, Marketing, Communications, or a related field.
• 8+ years of project pursuit experience in the construction or engineering industry.
• 5+ years of experience as a Proposal Manager preferred.
• Previous people management experience coordinating proposal teams.
• Proven ability to manage large or multiple proposals in a fast-paced, high-pressure environment.
• Willingness to travel 50–60% of the year for pursuit meetings and company support.
• Ability to coach, guide, and mentor direct reports while identifying talent growth opportunities.
• Strong time management and delegation skills to meet tight deadlines.
• Experience writing and editing project summaries, resumes, and supporting information.
• Excellent communication, organizational skills, and attention to detail.
• Advanced knowledge of Adobe Acrobat Professional, Photoshop, InDesign, and Deltek Vision.
• Maintains registration in relevant organizations/associations (e.g., Road Builders Association).
• Proven ability to identify process gaps and recommend streamlined approaches.

Pay

Salary Range: USD $120,000.00/Yr. – USD $140,000.00/Yr.
