Senior Proposal Manager

About the role
The Senior Proposal Manager owns the RFP, RFI, RFQ process from initial engagement with Capture through final submission to the government. This role develops, manages, and records technical aspects of the project, working closely with the BD Capture team, project coordinators, and internal/external SMEs. Responsibilities include managing, organizing, ensuring compliance, and maintaining quality of proposal content, price-to-win strategies, conceptual designs, presentations, graphics development, and production. This position handles multiple concurrent submission deliverables, CRM maintenance, file organization, writing, editing, and QA of submission documents, while mentoring junior staff.
Responsibilities
- Manages highly complex RFPs and IDIQs.
- Develops pre-proposal tools and documentation including compliance matrices, proposal outlines; assigns pre-proposal activities and reviews to in-house SMEs and teaming partners.
- Writes or initiates development of content for proposals (such as technical approach, staffing plan, past performance, resumes, etc.) and other promotional materials or client deliverables.
- Creates other proposal elements (i.e., graphics, charts, tables, appendices) in support of proposal development.
- Follows and manages Shipley process for proposal color team reviews.
- Coordinates and communicates clear requirements to the Graphic Designer for compelling graphics for proposals.
- Coordinates with decentralized staff to solicit feedback and content for proposals.
- Enhances text received from other members of the team as needed.
- Conducts research into federal clients, teaming partners, and competitors to enhance competitive advantage.
- Writes, edits, or re-writes portions of technical documents to improve flow, organization, and content.
- Understands bid strategies as they evolve; develops methods for integrating/capturing the final bid strategy in the proposal.
- Ensures proposal outline/formatting complies with solicitation requirements.
- Owns final document from a format, compliance, and quality standpoint.
- Develops and maintains cloud content library for proposal materials, ensuring information is organized and current, with an appropriate metadata tagging taxonomy.
- Maintains past performance library and ensures past performance templates remain current in coordination with delivery project leads.
- Participates in other business development activities such as opportunity tracking, pipeline management, and staff training on proposal methodology.
- Administers activities such as calendar development, scheduling meetings, consolidating feedback, and developing weekly communications on key opportunities.
Requirements
- Bachelor’s degree or higher in Business, English, Journalism, Communications, or a related field.
- 7-10 years of federal proposal experience.
- Minimum of 1 year of people management experience.
- Experience working with SF1449’s.
- Excellent written and verbal communication skills, organizational abilities, and technical skills.
- Understanding of FAR/RFO and how to interpret and apply them to solicitation and deliverables.
- Demonstrated ability to interact in a cooperative and effective manner.
- Self-motivated, able to multi-task, work independently, take initiative, set priorities, and see projects through to completion.
- Strong service orientation and ability to work with technical SMEs.
- APMP Certified Practitioner.
- Experience working on a Federal Capture Team.
- Must have or be able to obtain and maintain a Real ID or Passport for commercial airfare travel.
- Must have or be able to obtain and maintain a valid driver's license.
Skills
- Proficiency in Microsoft Office suite, including Word, Excel, Outlook, and Teams.
- Proficiency in Adobe Creative Cloud.
- Familiarity with GovWin or similar.
Working Environment
This is a remote position that requires some (≤ 10%) travel to headquarters, client sites, or conferences. The role operates in a professional office setting, routinely using standard office equipment such as computers, phones, printers, and photocopiers. The work environment is generally quiet and free from exposure to loud noise, hazardous materials, or heavy machinery. Employees are typically seated for extended periods and may occasionally move about the office to attend meetings or access equipment and supplies.

- Seeing: Ability to view and distinguish all aspects of internal and external communications.
- Carrying/Lifting: Ability to lift up to 20 lbs to transport technological office equipment.

Some positions may require higher speeds (200-300 Mbps download / 25-35 Mbps upload).
Pay
$95,000 - $110,000 USD per year (compensation dependent upon qualifications of selected candidate).
Schedule
- Full-time, exempt position.
- 40 hours per week.
- Up to 10% overnight travel annually.
