Duties, Responsibilities & Other
- Manage all NEPA phases of large-scale planning projects.
- Serve as a planning expert and representative at public hearings and advisory boards.
- Provide strategic direction on long-range planning and policy development.
- Manage a team of planners, consultants, and external stakeholders.
- Ensure all projects comply with zoning, environmental, and land use regulations.
- Develop and review technical reports, project proposals, and policy recommendations.
- Provide technical oversight for projects and staff.
- Complete all tasks on time and within budget while fully meeting project scope.
- Achieve or exceed budgets individual utilization targets.
- Comply with all KCI policies and procedures.
- Ensure projects comply with ISO standards.
- Conduct and submit timely annual Employee Performance Appraisals for assigned staff.
- Mentor and develop junior staff and mid-level planners.
Qualifications
- Minimum of 10 years of experience in related field.
- Bachelor’s degree in environmental planning, transportation planning, urban planning or related discipline.
- Experience with PennDOT, PTC and PADEP procedures/regulations required.
- Strong proficiency in Microsoft Word and Excel.
- Proficiency in GIS software.
- Excellent public speaking, presentation, and interpersonal skills.
- Strong leadership, negotiation, and conflict resolution skills.
- Strong strategic thinking and decision-making skills.
- Good communication and technical writing skills.
- Detail-oriented with strong organizational skills.
- Ability to work collaboratively in a team environment.
- Strong problem-solving skills and ability to think critically.
