About the Role
A nonpartisan, independent New York City government agency focused on elections, voter engagement, and campaign finance transparency is looking for a Senior Project Manager to join its Public Affairs division. The agency's work includes publishing a citywide voter guide distributed to over 5 million registered voters, running an official debates program, and managing large-scale voter engagement initiatives across marketing, digital communications, partnerships, and outreach.
This role sits within the Marketing & Digital Communications unit, which handles the agency's branding and direct-to-voter communications, including multi-channel advertising campaigns, social media, website content, email and text-message outreach, and production of the voter guide. The Senior Project Manager will operate across day-to-day task coordination and strategic systems thinking on complex, public-facing projects, managing large-scale deliverables while also improving the structures, workflows, tools, and decision-making processes that support them.
The right candidate is comfortable leading through ambiguity, spotting operational risks early, aligning stakeholders with competing needs, and translating complex project requirements into clear plans, timelines, and accountability structures.
Responsibilities
- Managing complex, cross-functional projects with limited oversight while knowing when to escalate risks, decisions, or resource needs
- Designing and improving project systems, workflows, governance structures, and communication rhythms that support large-scale, recurring work
- Overseeing vendor relationships, budgets, and resource allocation, including developing scopes of work, evaluating proposals, and managing vendor performance throughout contract lifecycles
- Leading QA workflows and documentation systems with clear ownership and accountability at each review step
- Reviewing content across print, digital, social, and video formats for accuracy and consistency prior to publication
- Guiding teams through process changes, new tools, evolving requirements, and shifting priorities
- Identifying operational, budgetary, timeline, accessibility, vendor, and reputational risks early and developing clear escalation paths
- Balancing detail-oriented execution with strategic thinking about how projects, teams, tools, and workflows connect
Requirements
Bachelor's degree with at least 12 semester credits in accounting, business or public administration, computer science, economics, finance, statistics, graphic design, HR, user experience design, or a closely related field, plus one year of relevant full-time experience; or a four-year high school diploma with five years of equivalent experience.
- Advanced understanding of project management methodologies and when to apply different approaches based on project size, risk, and complexity
- Strong communication and collaboration skills, with the ability to synthesize input from multiple stakeholders, clarify tradeoffs, and drive shared decisions
- Experience with project management software and digital tools such as Monday.com, Ziflow, or similar platforms
- Strong grasp of budgeting, resource allocation, vendor estimates, expense tracking, and budget-related decision-making for large-scale projects
- Knowledge of accessibility standards including WCAG 2.1/2.2 guidelines and Section 508 compliance
- Ability to influence without direct authority and create clarity across teams with different roles, priorities, and working styles
Preferred Qualifications
- At least 5 years overseeing major projects across multiple teams or stakeholders
- Experience managing projects with budgets of $1 million or more
- Experience developing or improving project management systems, workflows, templates, dashboards, or governance processes
- Experience overseeing digital projects or using technology to improve existing processes
- Knowledge of languages other than English
- Lived or work experience within immigrant, disabled, and/or justice-impacted communities
- Interest or experience with plain-language writing and accessible formats
