About the Campaign Finance Board: a nonpartisan, independent city agency that empowers New Yorkers to have a greater impact on elections. Our mission is to make local democracy more open, transparent, and equitable by removing barriers to participation. We make it easier for New Yorkers to vote, meaningfully support candidates for city office, and run for office themselves. NYC Votes, our voter engagement initiative, meets people where they are to share trustworthy election information and help New Yorkers make a plan to vote. We publish the citywide Voter Guide, which delivers information about candidates directly to voters’ doors. Our public matching funds program ensures small contributions can make a big difference, allowing regular people to run for office by relying on the support of other regular people, not just wealthy donors and special interests. We lift the veil on how candidates raise and spend money, increasing transparency and accountability in local government.

About the Unit

The Public Affairs division engages New Yorkers, informs them about elections, and boosts their participation in the democratic process. We make election information accessible and relevant, increase engagement with underrepresented communities, and cultivate a team that reflects our core values of purpose, curiosity, creativity, and collaboration. The division includes Marketing and Digital Communications, Partnerships and Outreach, Language Access, and Public Relations. Our work includes publishing the citywide Voter Guide, running the official citywide Debates Program, and managing the voter engagement initiative, NYC Votes.

The Marketing & Digital Communications Unit is responsible for managing the agency’s branding and direct-to-voter communications, including multi-channel advertising campaigns, social media, website content, and email and text-message outreach. This unit also produces the city Voter Guide distributed to over 5 million registered voters to ensure New Yorkers know when to vote, how to vote, and who they are voting for.

About the Role

This role requires a project management leader who can operate across day-to-day task coordination and bring strategic systems thinking to complex, public-facing projects. The ideal candidate will manage large-scale deliverables while improving the structures, workflows, tools, and decision-making processes that support them. This person should be comfortable leading through ambiguity, identifying operational risks before they become issues, aligning stakeholders with competing needs, and translating complex project requirements into clear plans, roles, timelines, and accountability structures. They should bring both tactical excellence and the judgment to recommend better ways of working across teams.

Responsibilities

  • Lead complex, cross-functional projects with limited oversight while knowing when to escalate risks, decisions, or resource needs.
  • Design and improve project systems, workflows, governance structures, and communication rhythms that support large-scale, recurring, and cross-functional work.
  • Manage large-scale deliverables, including the citywide Voter Guide distributed to over 5 million registered voters.
  • Identify operational risks (budgetary, timeline, accessibility, language access, vendor, reputational) early and develop clear escalation paths.
  • Align stakeholders with competing needs and translate complex project requirements into clear plans, roles, timelines, and accountability structures.
  • Use project management software (e.g., Monday.com, Ziflow) and evaluate whether existing tools and workflows effectively support team needs.
  • Oversee budgeting processes, including resource allocation, vendor estimates, expense tracking, and budget-related decision-making for large-scale projects.
  • Manage procurement processes, including developing scopes of work, evaluating vendor proposals, and ensuring vendor performance and accountability.
  • Ensure accessibility standards (WCAG 2.1/2.2, Section 508) are met for digital and print materials.
  • Design and maintain structured QA workflows and documentation systems with clear ownership and accountability at each review step.
  • Review content across print, digital, social, and video formats for accuracy and consistency prior to publication.
  • Research, evaluate, and propose new approaches, tools, or processes to improve quality, efficiency, accessibility, or reach of public-facing materials.
  • Influence without direct authority and create clarity across teams with different roles, priorities, and working styles.

Requirements

  • Advanced understanding of project management methodologies and ability to determine appropriate approaches based on project size, risk, complexity, and stakeholder needs.
  • Knowledge of change management practices, including guiding teams through process changes, new tools, and shifting priorities.
  • Strong stakeholder identification, engagement, and alignment strategies, especially in environments with multiple teams, vendors, and decision-makers.
  • Comfort using project management software and digital tools (e.g., Monday.com, Ziflow).
  • Strong grasp of budgeting processes and financial management principles.
  • Understanding of procurement processes, including developing scopes of work and evaluating vendor proposals.
  • Knowledge of accessibility standards (WCAG 2.1/2.2, Section 508) and best practices for producing accessible digital and print materials.
  • Strong project leadership, organizational, communication, and collaboration skills.
  • Strong analytical and problem-solving skills to diagnose process gaps and recommend practical improvements.
  • Ability to work well under pressure, prioritize tasks, and keep teams focused amid shifting timelines and needs.
  • Ability to think creatively and flexibly about meeting diverse audience needs while maintaining project discipline.
  • Ability to build clear project plans, workflows, timelines, accountability structures, and stakeholder communication plans.
  • Ability to balance detail-oriented execution with broader strategic thinking about how projects, teams, tools, and workflows connect.
  • Commitment to ethical practices, transparency, and fostering an inclusive environment where diverse perspectives are valued.

Preferred Qualifications

  • At least 5 years of work experience overseeing major projects across multiple teams or stakeholders.
  • Experience managing projects with budgets of $1 million or more.
  • Experience developing or improving project management systems, workflows, tools, templates, dashboards, or governance processes.
  • Experience overseeing digital projects and/or leveraging technology to improve efficiency and quality.
  • Knowledge of language(s) other than English.
  • Lived or work experience within immigrant, disabled, and/or justice-impacted communities.
  • Demonstrated interest or experience with plain-language writing, accessible formats, or related best practices.

Minimum Qualifications: A bachelor’s degree from an accredited college including or supplemented by at least twelve-semester credits in accounting, auditing, business or public administration, computer science, economics, finance, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related area of study and one year of satisfactory full-time experience in a related field; OR a four-year high school diploma or its equivalent and five years of related experience; OR equivalent education and/or experience.
