Senior Project Manager

About the role
We are looking for a Senior Business Project Manager to lead the transition from a legacy accounting platform to Oracle Fusion. This is a full-time contract role, hybrid with three days onsite and two days remote in Trenton, New Jersey.
Responsibilities
- Serve as the primary liaison between leadership, Office of Information Technology (OIT), Office of Management and Budget (OMB), implementation vendors, and the program team
- Lead project governance activities including management of project schedules, risk registers, issue logs, status reporting, and executive readiness assessments
- Audit, document, optimize, and map current-state and future-state fiscal business processes including appropriations management, encumbrances, federal grants administration, accounts payable, and accounts receivable
- Develop and maintain a comprehensive Fiscal Operations Process Library documenting department workflows and operational procedures
- Assess local systems, peripheral databases, manual processes, and spreadsheets that interface with legacy financial systems and identify conversion or integration risks
- Document SimpliGov workflow dependencies and evaluate operational impacts resulting from the ERP transition
- Inventory and analyze all critical fiscal and financial reports to determine modifications required for alignment with the new Chart of Accounts (COA)
- Develop and implement department-wide change management, communication, and stakeholder engagement strategies
- Create training materials, user manuals, future-state operating procedures, and conduct role-based training sessions for end users
- Coordinate participation in State-led testing activities including User Acceptance Testing (UAT) and readiness validation efforts
- Lead cutover planning, deployment preparation, and stabilization activities during go-live and post-implementation periods
- Provide ongoing Hypercare support through the first full fiscal year-end close following implementation
Requirements
- Bachelor's degree in Business Administration, Accounting, Finance, Information Technology, or a related discipline
- Minimum of 8-10 years of progressive experience leading complex business transformation initiatives and enterprise ERP implementations
- 8+ years of experience functioning as a cross-functional Project Manager/Business Analyst hybrid
- 8+ years of business process mapping experience utilizing tools such as Visio, Lucidchart, or similar platforms
- 8+ years of change management, stakeholder engagement, and communications planning experience
- 6+ years of experience supporting large-scale ERP or financial management system implementations, including participation in at least two full implementation projects
- Strong expertise in current-state and future-state process analysis, workflow documentation, and business process reengineering
- Demonstrated ability to manage multiple stakeholders across business, technology, and executive leadership teams
- Experience managing project plans, risk mitigation strategies, issue resolution, and governance activities

Preferred Qualifications
- Master's degree or equivalent executive-level experience
- 5+ years of public sector, government finance, education, or state agency experience
- 5+ years of experience supporting data conversion efforts, report inventories, and report auditing initiatives
- 3+ years of experience with low-code workflow automation platforms and process automation tools
- Project Management Professional (PMP) certification
- Certified Business Analysis Professional (CBAP) certification
- Prosci Certified Change Manager certification
- Experience supporting Oracle Fusion, Oracle Cloud ERP, or similar enterprise financial transformation programs
Physical Demands
- Sedentary work that involves sitting or remaining stationary most of the time with occasional need to move around the office to attend meetings and collaborate with stakeholders
- Ability to conduct repetitive tasks on a computer utilizing a mouse, keyboard, and monitor
- Ability to travel occasionally within the State of New Jersey for meetings, workshops, training sessions, or project activities
Pay
$80 - $90 per hour. Exact compensation may vary based on location, experience, and education.
